Description
The Army Contracting Command - Redstone Arsenal intends to issue a solicitation to Northrop Grumman Systems Corporation (NGSC), 2340 Dulles Corner Blvd, Herndon, VA 20171, on a sole source basis for the Counter - Rocket, Artillery, and Mortar (RAM) production and fielding of the RAM Warn capability. The system will be fielded to Brigade Combat Teams (BCTs). Support efforts, including fielding and new equipment training will also be procured. The procurement is for approximately 20,499 labor hours with a Period of Performance of approximately 15 months. The anticipated type of contract will be Cost-plus-incentive-fee. NGSC is the only known source with the specialized technical expertise to satisfy the military-unique Army RAM Warn capability requirements. NGSC has been the single source to provide the communications architecture/systems engineering, integration, installation, communications network support, hardware, test, and logistics support for the RAM Warn system. Due to these years of experience, no other firm has the developmental and operational expertise and knowledge necessary to produce and integrate a comparable warning system. Another source would need to develop the necessary highly specialized expertise and overcome an extensive learning curve to gain the experience necessary to produce, integrate, and field the RAM Warn capability. Attempts by another source to duplicate the required knowledge base to perform the RAM Warn effort would present overwhelming engineering, technical, and logistical challenges, resulting in additional financial resources and time that are not available to the Government.
