- The Contracting Department, NAVSUP Fleet Logistics Center, Norfolk, VA, 23511-3392 intends to negotiate a Sole Source Firm Fixed Price type contract to Long Wave, Inc. and will utilize the procedures of FAR Subpart 13.5, Test Program for Certain Commercial Items. Requirement is Sole Source because Long Wave Inc. is the sole manufacturer of the Clarinet Merlin Receiving Sub-System (CMRS) and the only technically acceptable vendor with the requisite knowledge of operation, service, and interoperability. Long Wave owns the data rights to the highly specialized remote interface software which they use to provide system performance maintenance for the CMRS. They are the only source capable of providing maintenance to assure safe, dependable, and effective operation of the equipment. The North American Industry Classification System (NAICS) code for this acquisition is 541330 with a size standard of 38.5 million. The resulting contract will be for a 12 month base period beginning 20 October 2015 with 4 additional options years and include FAR clause 52.217-6 Option For Increased Quantity (MAR 1989). A complete RFQ package will be available on or about 29 May 2015 by downloading the documents at the NECO Website as follows: http:// www.neco.navy.mil. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
