SALES SOLICITATION/AGREEMENT NUMBER: W91QF5-15-QRP-0001 ISSUED BY: Mission & Installation Contracting Command (MICC) - Fort Lee 1830 Quartermaster Road Bldg 7124 Fort Lee, VA 23801-1606 ISSUE DATE: 30 April 2015 SUBJECT: Invitation for Bid w/ Site Visit (Brass Ammunition) Sale/Site Visit Date: 27 May 2015 Times: Gates open at 8:00 AM EST for viewing Questions prior to the event are due no later than 15 May 2015 by 10:00 AM EST and should be emailed to Joan Kramer at joan.d.kramer.civ@mail.mil. Include the Solicitation /Agreement number in your email. CLOSING DATE: 27 May 2015 Bids and bank reference(s) shall be submitted no later than 10:00 AM EST at MICC - Fort Lee. Bids will be reviewed by the Contracting Officer and bids will be announced starting at or about 10:30 AM EST. Winning bidders must be prepared to pick-up items within five (5) working days of the notification of Purchaser's award. Payment must be issued upon pick-up for all sales. Sales will be weighed on a certified scale on site during pick-up, weight tickets will be signed by the pick-up driver and government representative. Payment by certified check will be due upon pick-up of the sale. An invoice will be provided that day after payment is received. All payments must be by certified check and shall be made payable in accordance with Article II, paragraph #4. Admittance to Fort Lee, Virginia can be gained by bringing your valid driver's license, vehicle registration, and vehicle proof of insurance in order to receive a visitor pass. You will need to inform the gate that you are here to attend a one-day site visit for the Brass Recycling Site and your POC is Mr. Mitch Heller, 1080 Rear Access Road, Building 6242, and Ms. Cindy Rood, 19th Street, Building 6005. Please examine the following specifications below and, if interested, respond as outlined above. The point of contact for any further information is: Joan Kramer MICC - Fort Lee Contract Specialist ARTICLE 1 - Fort Lee QRP: 1. Fort Lee Qualified Recycling Program (QRP) agrees to the non-exclusive sale of the following items to the Purchaser(s), as outlined in Article II, paragraph 1. 2. Spot Sale 0001 (Ammunition Brass- Deformed) details: #1 Ammunition Brass-Estimated weight is 8332 pounds. This buy will be priced per pound and will require the purchaser and government representative to verify weights when the items are picked up. Weight Certification: The empty pick-up container will be weighed on scales calibrated within the last 365 days. The loaded container will be weighed at same location. Both the purchaser's and the Fort Lee QRP Technical Representative will be present and certify weights. The weight ticket will be signed by both parties and copies given accordingly. DescriptionNet WeightContainerPrice Ammunition Brass 8332 lbs 1 lot 3. A forklift and operator will be made available by the LRC to assist in loading the Purchaser's vehicle on the day of sale. Securing the load is the sole responsibility of the Purchaser or his/her agent once the product has been loaded and has left the compound. 4. The QRP representative will invoice for Sales upon pick-up and verify weight certifications. Payment is required on the date of pick-up. 5. According to its sole discretion, the MICC Contracting Officer and the QRP Representative reserves the right to reject bids as non-responsive. Any potential Purchaser's bid may be deemed non-responsive for reasons including, but not limited to, failure of the Purchaser's bid to conform to this solicitation, the Purchaser's previous failure to conform to safety or environmental requirements, the Purchaser's previous or current indebtedness to the Federal Government, or previous acts of negligence or misconduct on behalf of the Purchaser related to the their performance of a QRP sales agreement or other agreement with an agency of the Federal Government. ARTICLE II - Purchaser: 1. Pick-up: Purchaser agrees to pick-up the recyclable materials within five (5) working days after notification. It is up to the purchaser to ensure that the container provided for pick-up allows for the dumping of contents from the installations storage containers. It is up to the purchaser to determine the type of container/transportation needed for pick-up. 2. Transportation charges: The Purchaser agrees to provide transportation related to the pick-up and/or shipment of the recyclable materials for no charge to the QRP. 3. Invoice: The QRP will invoice for Sales 0001 upon pick-up and weight certifications. Payment is required on the date of pick-up. Payment by certified check will be due upon pick-up of the sale. 4. Payments will be addressed to US Treasury, and a company letter stating Payables to Fort Lee QRP ARTICLE III: 1. Default: If the Purchaser fails to pay for and/or remove property offered for sale herein within the time allowed by the agreement, the QRP will send the Purchaser a 15 calendar day written notice of default (calculated from the date of mailing), and upon Purchaser's failure to cure such default within the period, the Purchaser shall lose all rights, title, and interest which he may otherwise have acquired in and to such property as to which a default has occurred. The QRP may suspend permission to remove recyclable materials from the QRP site until the Purchaser cures any above described default. The QRP may terminate this sales agreement at any time after failure to cure the default. If the purchaser defaults, they may be denied further opportunities to purchase items in the future. 2. Weight Certification: If a significant weight or quality difference is apparent, the seller should be notified promptly and, if requested, another weight or quality determination should be taken, quote mark Weight differences of 1% or greater are considered to be significant. 3. The Purchaser agrees to conform to all state, federal, and local laws and regulations in the processing, sale, and disposal of materials received. The Purchaser agrees that its vehicles shall be subject to search by law enforcement authorities at any time upon entry to and while on the installation.
