- This modification is issued to advise the RFP is now available on DIBBs at https://www.dibbs.bsm.dla.mil/RFP/. The RFP is scheduled to close on June 22, 2015. NSNs & Item Descriptions: See Spreadsheet Quantity Estimates (Yearly): See Spreadsheet Unit of Issue: See Spreadsheet The Defense Logistics Agency (DLA) will issue a Request for Proposal on or about May 15, 2015 at https://www.dibbs.bsm.dla.mil/. The purpose of this RFP is to solicit proposals for supply chain management of the Water Purification Systems Initiative (WPS) for the Department of Defense. This approach includes the supply chain management of 2639 NSNs. This program is designed to provide the supply, storage and distribution for multiple Federal Supply Classes for this program. This program is intended to create a supply support program for worldwide demands for WPS customers. The Government is looking to take advantage of the latest technologies, expertise, and business practices, which translate into improved support to customers at less cost. All responsible sources may submit an offer/quote which shall be considered. The resultant contract will be awarded on an all or none basis and is being solicited as 100% Small Business Set Aside. This acquisition will use a Long-Term Firm Fixed Price Indefinite Quantity contract, five year base period with Annual Price Adjustment provisions. This solicitation includes an Add/Delete clause which allows the Government to adapt the resultant contract to the changing needs of the military customer. Award will be made using Tradeoff Source Selection Procedures with Technical and Price as the evaluation factors. The Government will use a "Market Basket" pricing methodology to evaluate prices for an award. The market basket will consist of 903 of the 2639 NSNs synopsized, which will form the core priced items in CLIN 0001, and of the 903 core NSNs, those for which the prices are determined to be fair and reasonable will be activated for purchase at the time of award. The CLIN 0001 NSNs are deemed to be a combination of the highest demand items and randomly selected NSNs that have had past demands, and represent 99% percent of the anticipated dollar value of the planned acquisition. Offerors are required to submit pricing for the 903 core NSNs under CLIN 0001 on an all or none basis prior to the solicitation closing.
