- MEMORANDUM FOR ALL INTERESTED PARTIES FROM: 36 CONS/LGCB Bldg 22026 Unit 14040 Andersen AFB, Yigo, GU 96929 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. F1C0RH5071A901 - 1000kW Load Bank is hereby issued as a request for quotes. 3. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2005-80. 4. This solicitation has been set aside for 100% Small Business under the 334515 NAICS Code, with a small business size standard of 500 employees. 5. The Government request quotes for the following items; CLIN 0001 1000kW Load Bank (qty: 1) - See specific requirements below Specifications/Requirements • Capable of high capacity resistive and reactive loading of AC power generators • Capable of generating a typical realistic power factor (PF) on an electrical grid of 0.8 or greater • Capable of achieving a 0.8 PF • Capable of a combined resistive load (kW) and a reactive load (kVAR) • The load bank needs to incorporate the proper generator connections • These connections need to be made via 200 amp load break connectors Technical Specifications • Input Voltage: 4160VAC, 3 Phase, 60Hz or 3800VAC, 3 Phase, 50 Hz • Load bank Voltage: Rated at 480VAC, 3 Phase, 50/60 Hz • Maximum Current: 1,504APMs (1250kVA) • Rating: Continuous Duty • Power Factor: Variable • Dimensions: Width: ~ 118, Length: ~ 312, Height: ~ 130 • Weight: ~ 24,700lbs Load Capacity Ratings • Total Load kVA @ 0.8 PF: 1250 • Resistive Load kW: 1000 • Reactive Load kVAR: 750 • Minimum Load Step Resolution: 50kW, 37.5kVAR Fan Power • Internal/External 480VAC Control power • Internal/External 480:120VAC Transformer Cooling • Forced Air Airflow • 26,500 CFM Maximum Air Intake Temperature • 120 degrees Fahrenheit **THIS LOAD BANK WILL NOT BE TIED INTO THE ANDERSEN AIR FORCE BASE ELECTRICAL DISTRIBUTION GRID. THIS LOAD BANK WILL BE USED TO TRAIN SILVER FLAG STUDENTS TO MAINTAIN POWER GENERATION EQUIPMENT UTILIZING A CLOSED-SYSTEM POWER GRID LOCATED AT NORTHWEST FIELD** Construction • The load bank must consist of a rugged enclosure that houses the resistive and reactive components, blowers, associated controls, and interconnections • It need to feature air intakes on the sides with vertical or horizontal exhaust • The resistive and reactive assemblies shall be housed independently • The load bank enclosures must be trailer mounted for ease of transportation • This trailer must be DOT approved and consist of a double-axle, quad tire per axle, appropriate landing gear and pintle hook assembly so it can be towed with a military-spec tow vehicle Metering: Provide digital metering with data logging to measure voltage, frequency, kW, kVAR, and power factor Cooling: The resistive elements shall be cooled by mounted blower motors each rated at 460VAC, 3 Phase, 60 Hz Controls • The load bank must feature both local and remote load control • The remote control panel must provide the operator with individual element control for selecting both kW and kVAR • The remote control panel needs to provide load metering, element control, fan control, individual element overcurrent indication, and general protective indications, to include multiple hard wired emergency stop buttons for equipment and personnel safety Protection • The load bank must feature branch circuit protection on all load steps and over-temperature protection • Air switches on the blowers should be electrically interlocked to remove load if the airflow is not sufficient to provide proper cooling Contractor Delivery Information • Winning bidder shall pay for shipping to Guam (Det 1, 554 RHS/BLDG 61222, Yigo Guam 96929) 6. FAR 52.212-1 Instruction of Offerors -- Commercial applies to this acquisition. 7. FAR 52.212-2 Evaluation -- Commercial Items applies to this acquisition. The evaluation factors are as follows; (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Price (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 8. FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items applies to this acquisition. This means that the contractor must have a valid Representations and Certifications filed in the System for Award Management (SAM) or provide the government a completed copy of the record. 9. FAR 52.212-4 Contract Terms and Conditions -- Commercial applies to this acquisition. 10.
