- Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of Office of The Assistant Secretary for Planning and Evaluation (ASPE) intends to sole source to: FAIR Health Inc. 575 5th Avenue, 22nd Floor New York, New York 10017 ASPE is seeking to analyze de-identified claims data to examine trends in the utilization of preventive health care services pre- and post- Affordable Care Act. To conduct this analysis, we require data that meet the following criteria: nationally representative coverage, adequate time frame (pre- and post-ACA implementation) from 2007 to the present (most recently available at time of acquisition), availability of CPT and/or ICD-9 codes for specific preventive services,provider level type and location information, distinction between group and individual health plans, and as much patient level information as possible (i.e. age, gender, zip code, etc.) to allow for cuts and matching on these demographic characteristics. This project will examine the utilization of various preventive health services, which are now required to be offered to consumers with zero cost-sharing following the implementation of the Affordable Care Act. The study requires a large repository of nationally-representative claims data, which must include indicators for claims made by individual and group plans for the purposes of constructing appropriate comparisons. FAIR Health claims database is the most appropriate source of claims data that can provide the information required to study this issue. These data meet the requirements set forth in the analytical plan, including being nationally representative with more than 150 million covered lives represented across every geographic region of the country, as well as containing adequate provider and patient level demographic variables. In addition, the data include the critical distinction between individual and group claims, allowing for the specific comparisons desired for this study. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement.
