Description
MCMWTC15RFI03 This is a Request For Information (RFI) issued by the Marine Corps Mountain Warfare Training Center (MCMWTC) for information and planning purposes only. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future acquisition. The MCMWTC is requesting information and rough order of magnitude (ROM) estimate of cost for requested items.. The MCMWTC is requesting information from industry for vendors with the capability to provide the services being requested. The draft requirements are as follows: Summer Service on Tucker Sno Cat Equipment To inlcude the following Tucker Vehicle Types: Cargo Passenger Ambulance Groomer Contractor shall perform all the services on the eight government owned Tucker Sno-Cats according to the manufacturer's specifications. The services must be performed by an Authorized Tucker Repair Facility, and by a Certified Tucker Sno-Cat Service Technician(s) locted within 500 miles of MCMWTC. •1. The complete preventive and summer maintenance service include the following: Sno-Cat Groomers •a.) Contractor shall perform all the services on the government owned Tucker Sno-Cat according to the manufacturer's specifications. All fluids are drained and all filters are replaced. Must inspect all road wheel bearing and repack with fresh grease and replace the wheel seals. The track system carriers are lubed and serviced and all tracks are inspected. Make sure no tracks are jumping off the sprockets due to being loose. Must inspect the complete electrical system from switches to light bulbs. The hydraulic system is inspected from the blade to the rear quick connects. All hoses and fittings must be inspected and repaired as needed. Repair or replace tiller tines, seals and bearings Rebalance tiller drums and repaint Service tiller gear box and motor. Check and replace worn components. Check leakages. Inspects the Sno-Cat's paint for cracks or problems. Frame inspected for cracks and brakes, and all repairs made to manufacturers specifications Replace the bearings and races in the front and rear differentials Journal the differentials Provide a valve adjustment to O.E. M. specifications to include a new gasket. Upon completion of the maintenance and repair services, contractor shall run the Sno-Cat testing on all functions. Replace worn drive sprockets both inner and outer Check for and repair any coolant leaks in the passenger area under the passenger seats. Check and repair lose leaf springs, passenger compartment area, and exhaust pipe assembly's •b.) Repair Cummins motor on Sno-cat the motor is getting air in the system and has a really bad shake like the injectors are not firing or a cylinder is bad. •2. The complete preventive and summer maintenance service include the following: Sno-Cat Cargo Vehicles •a.) Contractor shall perform all the services on the government owned Tucker Sno-Cat according to the manufacturer's specifications. All fluids are drained and all filters are replaced. Must inspect all road wheel bearing and repack with fresh grease and replace the wheel seals as needed. The track system carriers are lubed and serviced and all tracks are inspected. Make sure no tracks are jumping off the sprockets due to being loose. Inspect the complete electrical system from switches to light bulbs. Inspect and service ION dash displays and service as needed. Inspect radiator and turbo hoses and repair or replace as needed. All hydraulic hoses and fittings must be inspected and repaired as needed. Check and replace worn components. Check leakages. Inspects the Sno-Cat's paint for cracks or problems. Frame inspected for cracks and brakes, and all repairs made to manufacturers specifications Replace the bearings and races in the front and rear differentials Journal the differentials Provide a valve adjustment to O.E. M. specifications to include a new gasket. Upon completion of the maintenance and repair services, contractor shall run the Sno-Cat testing on all functions. Replace worn drive sprockets both inner and outer Check and repair lose leaf springs, bed assembly's, and exhaust pipe assembly's •b.) On Sno-cat repair radiator assembly the filler neck is bent and the radiator is not pushing and pulling coolant as designed. •3. The complete preventive and summer maintenance service include the following: Sno-Cat Passenger Vehicles •a.) Contractor shall perform all the services on the government owned Tucker Sno-Cat according to the manufacturer's specifications. All fluids are drained and all filters are replaced. Must inspect all road wheel bearing and repack with fresh grease and replace the wheel seals as needed. The track system carriers are lubed and serviced and all tracks are inspected. Make sure no tracks are jumping off the sprockets due to being loose. Inspect all air suspensions and components and service as needed. Inspect the complete electrical system from switches to light bulbs. Inspect and service ION dash displays and service as needed. Inspect radiator and turbo hoses and repair or replace as needed. All hydraulic hoses and fittings must be inspected and repaired as needed. Check and replace worn components. Check leakages. Inspects the Sno-Cat's paint for cracks or problems. Frame inspected for cracks and brakes, and all repairs made to manufacturers specifications Replace the bearings and races in the front and rear differentials Journal the differentials Provide a valve adjustment to O.E. M. specifications to include a new gasket. Upon completion of the maintenance and repair services, contractor shall run the Sno-Cat testing on all functions. Check all suspension axle air bags for leaks or problems like inflating or deflating without pushing the button inside the cab. Check and repair lose leaf springs, loose bolts or clamps in passenger area, and exhaust pipe assembly's •4. The complete preventive and summer maintenance service include the following: Sno-Cat Cargo ambulance. •c.) Contractor shall perform all the services on the government owned Tucker Sno-Cat according to the manufacturer's specifications. All fluids are drained and all filters are replaced. Must inspect all road wheel bearing and repack with fresh grease and replace the wheel seals as needed. The track system carriers are lubed and serviced and all tracks are inspected. Make sure no tracks are jumping off the sprockets due to being loose. Inspect the complete electrical system from switches to light bulbs. Inspect and service ION dash displays and service as needed. Check and repair lose leaf springs, loose bolts or clamps in passenger area, and exhaust pipe assembly's MCMWTC requests information on vendors that can provide the requested services meeting the above criteria. If other options are available, interested vendors may submit proposed plans. If MCMWTC decides to purchase these items then MCMWTC would issue a firm-fixed price contract. Examples of what might be included in a potential future purchase are the following; (Begin Potential Evaluation Criteria) EVALUATION A purchase order will be awarded using Simplified Acquisition Procedures to the vendor whose quote represents the Best Value to the Government. An award determination will be made using Lowest Price Technically Acceptable (LPTA) source selection process. 2. Price *The lowest quote received will be evaluated first. If the lowest quote is found to be technically acceptable, no further evaluations will occur. If the lowest quote received is NOT technically acceptable, the next lowest quote received will be evaluated. This process will continue until an award decision is reached. (End Potential Evaluation Criteria) Interested parties should submit the information requested herein, as well as a ROM cost estimate. This RFI is for planning purposed only and shall not be construed as a request for proposal (RFP) or as an obligation on the part of MCMWTC to acquire and product or services. The MCMWTC does not to intend to award a contract based on this RFI or otherwise pay for the information requested. Submission of a response to this RFI is voluntary. The voluntary submission of a response to this RFI shall not obligate the MCMWTC to pay or entitle the submitter to any compensation. All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such. Please ensure that your response contains the following Company Information: Point of Contact (name, phone number, email address), Address, DUNS, CAGE code, and Tax ID number.
