Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Astrium GmbH of Friedrichshafen, Germany for the purchase of electronics upgrades for NIST's existing Astrium velocity selectors under other than full and open competition by the authority of FAR subpart 13.106(1)(b). NIST has a requirement for electronics upgrades for its Astrium velocity selectors, which are sited in the NIST Center for Neutron Research (NCNR). Astrium GmbH (formerly Dornier Satellitensysteme) has supplied NIST with all seven of the high resolution Neutron Velocity Selectors (NVS) in operation at the Cold Neutron Research Facility at the NCNR. Because the NCNR has been purchasing these velocity selectors over a period of several years, the control electronics for the velocity selectors span multiple hardware and software generations. Many electronic components are obsolete and no longer available for repairs. The computers used for control are obsolete and no longer allowed on the NIST network. NIST now requires replacement of the obsolete components with new hardware and software generation for control electronics. These proprietary control hardware components and associated software are necessary to maintain compatibility with all of NCNR's Astrium neutron velocity selectors. The NVS units that NIST owns are state-of-the-art and offer performance specifications not offered by any other manufacturer. The electronics and software for these units are proprietary, and are designed specifically for these NVS units. Without the purchase of these proprietary control electronics and software, the NVS units would need to be replaced in their entirety. The cost of replacing all seven NVS units is prohibitive and not in the best interest of the Government. Astrium GmbH is the only contractor that can provide control electronics and associated software that are compatible with the neutron velocity selectors employed by the NCNR. Therefore, Astrium GmbH is uniquely qualified to provide the required equipment. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. This requirement is expected to be awarded in August, 2015. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on June 9, 2015. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
