Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for market research information to identify potential sources that are interested in, and capable of, performing the work described in this RFI. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Funding is not available at this time. This request for information does not commit the Government to contract for any supply or service. The Department of Human Resources Activity (DHRA) is not seeking proposals and will not accept unsolicited proposals. DESCRIPTION: The Defense Manpower Data Center (DMDC) requires a bridge contract with GTW Consultants & Associates to sustain current level of administrative support services performed at DMDC location in Alexandria, VA, Seaside CA, and Boyers, PA. The intent of the bridge is to provide the time needed for resolution of a protest action received against the competitive follow-on requirement under solicitation number H98210-15-R-0016 Performance of the administrative support services includes: • At Seaside and Alexandria: Supporting the Director and Deputy Directors through scheduling meetings; formatting, drafting, receiving and filing correspondence per DoD standards; reception support for managing visitors and FedEx, UPS, and DHL shipments; managing meeting read-ahead materials; preparing meeting minutes/summary of Action Items; posting information to DMDC's SharePoint site; providing visitor logistical support; tracking and report incoming and departing contractor personnel using the DMDC Employee Action Form (EAF). Supporting DMDC Conference Centers to include administrative, logistical and technical support/assistance four VTC conference rooms in Seaside and two VTC conference rooms in Alexandria; coordinating conference set-up, room configuration, conference calling and daily updating of conference room calendars and schedules. • At Seaside: Providing multi-line switchboard-style telephone reception support; providing security administration support such as entering new records and assisting in maintaining the DMDC Employee Database, issuing and controlling visitor badges; and regulating building access privileges. • At Boyers (Iron Mountain Facility): Performing document and file control technician services that meet the operational objectives of the DMDC improved Investigative Records Repository (iIRR). These services require technical and administrative skills necessary to access and interpret the clearance and investigative data contained in DMDC Systems including iIRR, Defense Central Index of Investigations (DCII), and Joint Personnel Adjudication System/Joint Clearance and Access Verification System (JPAS/JCAVS). Performing record transmittal, storage, digitization, accountability, classification, microfiche filing, and destruction in accordance with the Personnel Security/Assurance program; ensuring that all iIRR file requesters have suitable access to handle critical sensitive data through Top Secret; assisting in iIRR Classified and Controlled Files management; maintaining all controlled and classified CiIRR files, inventory, and activity logs; generating and identifying CiIRR requests for action; processing approximately 640 unclassified and classified iIRR file requests per day and responding to requestors within five days. Performing security receptionist duties and providing visitor escort. BACKGROUND: Justification and Approval (J&A) History: Requirements identified in the description paragraph of this RFI were previously advertised through posting on the Federal Business Opportunity (FedBizOpps). The previous J&A(s) were approved and under the authority of Title 10 United States Code (U.S.C.) 2304(c)(1), FAR 6.302-1 - "Only One Responsible Source." The approval/authorization dates and respective contract award numbers: Contract W58RGZ-12-C-0010 awarded on 30 March 2012; J&A approved 30 April 2015, Contract H98210-15-P-0017. Security Requirements: -. Security Administration Support at Seaside, CA and DMDC Director and Deputy Director support coverage at Alexandria, VA & Seaside, CA requires a Secret level clearance. Boyers, PA support requires a fully adjudicated to the Top Secret level clearance. - The Contractor and all Contractor personnel with access to or responsibility for nonpublic Government data shall comply with DoD Directive 8500.1 Cybersecurity, DoD Directive 5400.11 DoD Privacy Program, DoD 6025.18-R DoD Health Information Privacy Regulation, DoD 5200.2-R Personnel Security Program, and Homeland Security Presidential Directive (HSPD) 12. - The Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of government data. - Contractor personnel with access to or responsibility for nonpublic Government data under this contract must comply with HSPD-12 Personal Identity Verification (PIV) issuance requirements, known as the Common Access Card (CAC) for DMDC and must: - Be CAC or PIV ready prior to reporting for work. At minimum all Contractor personnel must obtain/maintain a favorable FBI National Criminal History Check (fingerprint check), two forms of identity proofed identification (I-9 document), submit a National Agency Check and Law Credit (NACLAC) vetting package for processing and be citizens of the United States. - If at any time, any Contractor person requiring a CAC is unable to obtain/maintain an adjudicated NACLAC, the Contractor shall immediately notify the DMDC Information Systems Security Group (DISSG) remove such person from work under this requirement. SUBMISSION INFORMATION: All potential sources are invited to submit a written capability statement that includes information that demonstrates the vendor's ability to provide the services/supplies described in this RFI. Responses shall also include a cover sheet that identifies the following information: 1. Company Name & Address 2. Point of Contact Name/Telephone/Email 3. North American Industry Classification System (NAICS) code. Identify the NAICS code under which your company would provide the supplies/services described in this RFI 4. Business Size/Status. From the list below, identify all of the business sizes applicable to your company under the NAICS code identified at item three above. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. All information received in response to this RFI that is clearly marked Proprietary will be handled accordingly. Acknowledgement of receipt of responses will not be made and RFI submissions will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if issued. The information provided in this RFI is subject to change and is not binding on the Government. RESPONSE DUE DATE: Responses are due by time 3:00 PM EST May 27, 2015.
