- Attachment 11 Compliance Matrix RRC and Home Confinement svcs Amendment 0004, change closing date to 07/21/2015; Attach RRC and Home Confinement Compliance Matrix Pre-Solicitation Notice RFP-200-1272-WS Reno, Nevada The Federal Bureau of Prisons is seeking concerns having the ability to provide Residential Reentry Center (RRC) (in-house RRC beds) and Home Confinement (home detention placements) services for male and female Federal offenders held under the authority of United States Statutes to be located in the Northern District of Nevada, within the county limits of Washoe County. Residential services include care, custody, control, accountability, and treatment, including subsistence. The services described shall be in accordance with the Federal Bureau of Prisons Statement of Work (SOW) entitled: "Residential Reentry Center, August 2007; Revision 01, December 2007, CCB; Revision 02, December 2008, CCB; Revision 03, February 2010, CCB; Revision 04, May 2010, CCB; Revision 05, May, 2011, CCB; Revision 06, January 2012, RRMB; Revision 07, February 2012; Revision 08, January 2013, RRMB; Revision 09, January 2015, RRMB." This is an indefinite delivery, indefinite quantity type contract with firm-fixed unit prices for Line Items 0001 and 0002 and each of the option years, respectively. The guaranteed minimum is estimated to be 89% male and 11% female for the one-year Base Period (RRC services) and each of the four one-year Option Periods, if exercised. The guaranteed minimum quantities with estimated maximum quantities are as follows: Line Item 0001 (in house RRC beds) Base Period: The guaranteed minimum number of inmate days is 3,285 (eight [8] male beds and one [1] female bed) with an estimated maximum number of inmate days of 7,300 (seventeen [17] male beds and three [3] female beds); Option Year One: The guaranteed minimum number of inmate days is 3,285 (eight [8] male beds and one [1] female bed) with an estimated maximum number of inmate days of 7,300 (seventeen [17] male beds and three [3] female beds); Option Year Two: The guaranteed minimum number of inmate days is 3,285 (eight [8] male beds and one [1] female bed) with an estimated maximum number of inmate days of 7,300 (seventeen [17] male beds and three [3] female beds); Option Year Three: The guaranteed minimum number of inmate days is 3,294 (eight [8] male beds and one [1] female bed) with an estimated maximum number of inmate days of 7,320 (seventeen [17] male beds and three [3] female beds) and Option Year Four: The guaranteed minimum number of inmate days is 3,285 (eight [8] male beds and one [1] female bed) with an estimated maximum number of inmate days of 7,300 (seventeen [17] male beds and three [3] female beds); Line Item 0002 (Home Confinement (home detention placements)) Base Period: The guaranteed minimum number of inmate days is 730 (2 beds) with an estimated maximum number of inmate days of 1,825 (5 beds); Option Period One: The guaranteed minimum number of inmate days is 730 (2 beds) with an estimated maximum number of inmate days of 1,825 (5 beds); Option Period Two: The guaranteed minimum number of inmate days is 730 (2 beds) with an estimated maximum number of inmate days of 1,825 (5 beds); Option Period Three: The guaranteed minimum number of inmate days is 732 (2 beds) with an estimated maximum number of inmate days of 1,830 (5 beds); and Option Period Four: The guaranteed minimum number of inmate days is 730 (2 beds) with an estimated maximum number of inmate days of 1,825 (5 beds). The anticipated period of performance is July 1, 2016 through June 30, 2021; if all Option Periods are exercised. The estimated closing date of RFP-200-1272-WS will be on or about July 21, 2015. Faith-Based and Community Organizations Faith-Based and Community Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. 1. Are you familiar with and does your company qualify for any of the programs identified under the Federal Acquisition Regulation (FAR) Part 19? If yes, please explain. For example, what is the size (small, large, non-profit, etc.) and status (8a, veteran-owned, service-disabled veteran-owned, HUBZone, Small Disadvantaged Business, woman-owned, etc.) of your organization? 2. What experience do you have in providing residential reentry services? 3. Are there any other residential reentry center facilities in the area? 4. Are there any state or local ordinances/restrictions that would prohibit or that would considerably slow down the procurement process (i.e., building permits or leasing/rental agreements)? 5. Are there any known local area concerns? Do you think the area would be supportive of the BOP program? Are there any known groups or organizations that would oppose the operation of a residential (halfway) house in this area? 6. Are there environmental issues/ concerns in the area? 7. Are there HUBZone locations in the area? 8. Do you feel that it would be difficult to find a suitable location in this area? If so, explain in detail why it would be difficult and provide supporting documentation. 9. What percentage of the work would you do with your firm's employees and what percentage of the work would you subcontract? If subcontracting opportunities are available, do you anticipate any difficulties in subcontracting with 8(a), small business, veteran-owned small business, service-disabled, or women-owned small business concerns? 10. Are there any zoning issues that prohibit or would slow down the procurement process? 11. Is local or public transportation available in this area? If not, is there an alternative method of transportation for inmates to get to and from work or get to and from their programming appointments? 12. Is the location conducive of the BOP RRC requirement for inmates to find jobs within twenty-one (21) days of placement? 13. Are there innovations in this area that BOP could benefit from and if so what are they? 14. Are there unique laws or regulations applicable to these services?
