- U.S. BICES - DRAFT PWS SOURCES SOUGHT 1. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY; THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The purpose of this sources sought synopsis (SSS) is to assist Headquarters Air Force District of Washington (AFDW), Maryland in determining the potential level of interest, adequacy of competition, and technical capabilities to provide support to the Pentagon, Washington, D.C. 2. A draft Performance Work Statement (PWS) is at Attachment 1 in this notice. 3. Respondents are requested to provide a narrative addressing knowledge and experience in the areas included in the draft PWS. 4. Respondents are requested to indicate the potential level of interest in responding to the sources sought synopsis by providing detailed capability statements showing ability to meet or exceed the requirements in the PWS and listed in this announcement. 5. This SSS is solely intended to obtain Market Research information in accordance with the Federal Acquisition Regulation (FAR) Part 10 and its supplements to assist the Government in formulating an acquisition strategy for procurement of these critical services. The possible NAICS for this procurement are 541512, Computer Systems Design Services and 541330, Engineering Services. 6. This SSS does not constitute a Request for Proposal (RFP), a commitment to issue an RFP in the future, or an award of a contract for these services. Respondents are advised that the U.S. Government will not pay or reimburse costs for any information provided in response to this SSS. 7. Responses to this SSS are to be submitted by email only no later than 09 June 2015 4:00 PM Eastern Time to darryl.d.barnes4.civ@mail.mil and erin.m.fisher10.civ@mail.mil. All responses from prospective offerors should include the return email address, firm name, CAGE code, DUNS number, mailing address, telephone number and point of contact within the body of the response. Responses are limited to 10 pages. No feedback or evaluations will be provided to concerns regarding the information submitted to Air Force District of Washington/PKS. ** Companies must be registered in CCR to be considered as potential sources No decision has yet been made regarding the acquisition strategy for this requirement. Your response should identify your business size (large or small) in relation to this NAICS code. The government is interested in all small businesses including 8(a), HUBZone, Service disabled Veteran Owned Small Business, etc. that are interested in performing this requirement. The Government will use this information in determining its small business set-aside decision. SCOPE OF WORK. The United States Air Force seeks to provide SAF/AA CMO, BICES Program Office with Systems Engineering and Technical Assessment and subject matter expertise for delivering U.S. BICES/U.S. BICES-X intelligence information sharing capabilities and services to DoD and operational commanders on a global basis. INSTRUCTIONS FOR RESPONSES In response to this sources sought, interested vendors are requested to provide the following information: The Company's standard format is acceptable.  State capability to provide the following requirements:  Liaison directly with Combatant Commands, IC agencies, DoD components and U.S. foreign partner nations to help shape intelligence sharing efforts between nations.  Provide technical advice for managing a global classified IT network, to include cross-domain expertise, network and satellite communication engineering, enterprise architecture, requirements management and configuration/change management.  Provide expertise in satisfying DoD information assurance and cybersecurity requirements in support of global intelligence sharing requirements.
