Description
PIC Site Plan This request on the behalf of the United States Department of State (DOS), Bureau of International Narcotics and Law Enforcement (INL) is being set aside for architect-engineer (A-E) firms on an unrestricted basis. The NAICS code for this acquisition is 541330 with a small business size standard of $14M. Background. The US Department of State (DOS) through the Bureau of International Narcotics and Law Enforcement (INL) provides for the construction of corrections facilities in support of the Afghan General Directorate of Prisons and Detention Centers (GDPDC). The INL Kabul Engineering team (INL/K Engineering), located at the US Embassy-Kabul, oversees the design, solicitation and construction project management processes of these prison facilities. INL/K Engineering coordinates with INL Corrections System Support Program (CSSP) advisors and management to ensure the proper corrections design elements are included in these facilities to meet the current need of the Afghan GDPDC and provide sustainable facilities for the future security of Afghanistan. The scope and complexity of the construction activities at Pol-i-Charkhi prison within Kabul, Afghanistan require daily management supervision. For that purpose, the U.S. Government requires the services of a professional construction monitoring firm with A-E personnel, and with experience in construction and renovation projects to provide monitoring services related to the renovation of existing structures and construction of a new wastewater treatment facility project and any other projects to be identified by the U.S. Government and to report construction, renovation, demolition and any other relevant activities on-site to INL/Kabul. Location. The place of performance is located at Pol-i-Charkhi, Kabul, Afghanistan. Scope of Services. The contractor shall provide construction monitoring services on all active projects and all infrastructure/equipment installations associated with the renovations of an existing prison buildings and construction of a new wastewater treatment facility located at the Pol-i-Charkhi Prison, Kabul, Afghanistan, including prime construction contractors and sub-contractors associated with each INL-funded project located at Poli-i-Charkhi Prison. The A-E firm will be required to have an established office in Kabul. The contractor will be required to supply qualified engineering expertise, daily observation, and monitoring of the construction contractors' performance, quality control, and if requested remedial design services and personnel. All contractor personnel submitted shall be approved by the CO, COR, and/or INL engineering project management staff. The United States Department of State will reserve options to negotiate concept, tentative, and construction design services, including the preparation of plans, specifications, cost estimates, and all associated engineering services, and construction inspection services. The International Building Code (IBC) standard shall be followed. The monitoring area requirements for the correctional prison and detention facility are the following (See attached PIC Site plan for location detail): • MEP (Mechanical, Electrical, Plumbing) equipment and assemblies included in the new prison construction • Block 1 • Block 2 • Block 3 o Wings A, TC,, 4, 7, and 8 • All exterior/interior work items included in the renovation project • Construction and installation of the new WWTF (Waste Water Treatment Facility) system located on the prison exterior Type of Contract. A standalone time-and-materials (T&M) contract. Estimated Starting and Completion Dates. The anticipated contract award date is July 1, 2015 with the estimated ultimate completion date of June 31, 2019 (to the extent the United States Department of State exercises all options). The contract will be for a base year of twelve (12) months from the date of the contract award with three (3) option years of additional twelve (12) months each for a maximum of four (4) years. Significant Evaluation Factors. A-E firms responding to this announcement will be evaluated on the above requirements based on the criteria in descending order of importance: 1. Personnel Qualification and Retainage: Professional qualifications of the team members assigned to the project including relevant education, registration(s)/license(s)/certification(s), longevity with the firm, engineering qualifications, construction experience, and construction monitoring experience; and the proposed strategy to provide and retain qualified and suitable candidates that can successfully perform project requirements. 2. Technical Expertise: Specialized experience in construction and construction monitoring, within the last five (5) years, and technical competence in correctional or detention facility design, and construction inspection services. Proficiency of Quality Control engineers with analyzing and summarizing technical data, providing recommendations, reporting inspection and daily monitoring results, demonstrating technical understanding, familiarity with engineering codes and standards, familiarity with engineering software (CAD, scheduling, designing and estimation), and familiarity with submittal process and monitoring phases. Sufficient experience on the Quality Control/Quality Management system. Quality Control engineers must have Quality Control/ Quality management certificates from appreciated agency and must have sufficient experience with construction materials on site and lab tests. 3. Project Management: Methods, reporting and client communication plan, corporate structure, facilities, systems, equipment, procedures, records management, and other components related to providing effective project execution. Ability to comply with the performance schedule, required or proposed delivery, taking into consideration all existing governmental business commitments. 4. Past Performance: Past performance on government and/or private industry contracts, particularly on correctional facility construction, renovation, construction monitoring, and design projects. Record of integrity and business ethics including satisfactory compliance with laws related to taxes, labor and employment, environment, antitrust, and consumer protection. 5. Language Skills: Demonstrated proficiency in written and oral communication in the English language. 6. Resources: Adequate financial resources and capacity to perform or ability to obtain the resources required (see FAR 9.104-3(a) Ability to Obtain Resources). General Information. This is being procured in accordance with the Brooks A-E Act as implemented in Subpart 36.6 of the Federal Acquisition Regulation. A-E firms meeting the requirements described in this announcement are invited to submit: (1) a Standard Form (SF) 330, Architect-Engineer Qualifications, Parts I and II, and (2) any requested supplemental data to the procurement office shown. The SF 330 Part I must clearly indicate the office location where the work will be performed and the qualification of the individuals and the subcontractors proposed to work on the contract and their geographical location. The supplemental data accompanying the SF-330 must include a customer reference list with addresses and telephone numbers, and bidding records (low bid vs. estimate) for all projects listed as relevant experience. All SF-330 submissions along with supporting data shall be limited to not more than 75 pages, 8 ½ x 11 paper, 12 pitch. Pages in excess of this maximum limit shall be removed from the package and will not be evaluated by the selection board. Experience identified in Block 19 shall not be more than five (5) years old. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise, or other requirements listed. Following an evaluation of the qualifications and performance data submitted, three or more firms that are considered to be the most highly qualified to provide the type of services required will be chosen for negotiation. Selection of firms for negotiation shall be made in order of preference based on the demonstrated competence and qualifications necessary for satisfactory performance in accordance with the specific selection criteria listed in the announcement.
