- The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to negotiate on a sole source basis with Duke University Medical Center in Durham, NC pursuant to 41 U.S.C. 253(c)(1)-Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for a partial support for its participation in the 2015-2016 Clinical Research/Reproductive Scientist Training (CREST) Program. NICHD established the CREST Program in 2005 in collaboration with the American Society for Reproductive medicine and the clinical Research Training Program at Duke University School of Medicine in order to promote the participation of reproductive medicine physicians in high-quality clinical research studies. The purpose of this work order is to provide funds to Duke University to assume primary responsibility for the didactic component of the 2015-16 CREST Program by 1) conducting an orientation session for the CREST scholars at the Annual Meeting of the American Society for Reproductive Medicine in October 2015; 2) delivering a 20-week we-based education program in clinical research design and biostatics specifically designed for reproductive medicine trainees; 3) consulting with CREST scholars on design and bio statistical issues for any of their clinical research studies during their training as CREST scholars. The sole source determination is based on the substantial record of success demonstrated by Duke University Medical Center and Duke Clinical Research Training Program through their role in the initiation of the CREST program and their conduct of the didactic component of the Program since its beginning. This is set aside for Small Businesses. In compliance with Federal Acquisition Regulation (FAR) 13.106-1(b) Soliciting from a single source. This notice of intent is not a request for competitive proposals, however; all responses received, before the closing date, of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. It is anticipated that the RFQ NIH-NICHD-15-049 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. All interested parties to this solicitation may request a copy of the RFQ package in writing to the attention of Ms. Patricia Haun at Eunice Kennedy Shriver National Institute Child Health and Human Development (NICHD), 6100 Executive Blvd., Room 5C01, Rockville, MD 20852 or via email Haunp@mail.nih.gov.
