- This is a sources sought announcement W9124Q-15-R-1074 only and is not an intent to procure. A solicitation is not available at this time and any requests for a solicitation will not receive a response. The purpose of this notice is to identify potential sources that may be interested in and capable of performing the work described within the attached PWS. Please note that the Technical Exhibits will not be provided at this time. All information provided is STRICTLY VOLUNTARY. The Government is seeking responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. Provide suggestions on how the requirement could be structured to facilitate competition by and among small business concerns. Describe any conditions, if any, which may limit small businesses from participation. This Sources Sought Synopsis is issued for maximizing competition. Should anything in the requirement be construed as limiting competition, please feel free to contact the MICC Advocate for Competition at mailto:dean.m.carsello.civ@mail.mil Include the subject of the acquisition, this announcement, and the MICC POC information from the FedBizOpps notice. Finally, please provide the specific aspects that unreasonably restrict competition and your rationale. This is NOT a request for quote, invitation for bid, or request for proposal. NO solicitation document is currently available. WSMR Contracting Office is NOT seeking or accepting unsolicited proposals. This notice does NOT constitute a commitment by the Government. The Government will NOT pay for any information received or costs incurred in preparing the response to the survey. Any costs associated with the survey response submittals are solely at the interested parties' expense. Not responding to this RFI does not preclude participation in any future RFP or RFQ, if issued. If a solicitation is issued, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of any potential offeror to monitor FedBizOpps for additional information pertaining to this requirement. Requirement: The Mission and Installation Contracting Command- White Sands Office, has a requirement for Information Systems Operations Server Support (ISOSS) at the White Sands Missile Range (WSMR), New Mexico. A draft Performance Work Statement (PWS) has been provided for industry review and is subject to change prior to its official release. Please note that the Technical Exhibits will not be provided at this time. Please take the opportunity to provide estimated cost input for the requirements listed in the PWS (voluntarily). Information Systems Operations Service Support (ISOSS) See Attached Document: Draft Performance Work Statement (PWS). Identify specifications in this document that make it ambiguous and or overly restrictive to one brand, company, or to large business. What is your firm's classification NAICS Code for the required action? Is your company a small business? If Small Disadvantaged Business, please identify socio-economic concern: _______________ (HUBZone, service-disable veteran-owned small bus., women-owned small bus., etc...) a. Information sufficient to form a basis for the contracting officer to conclude there is a reasonable expectation that offers would be received from two or more HUBZone small business concerns, and that award would be made at a fair market price; b. Information sufficient to form a basis for the contracting officer to conclude there is a reasonable expectation that offers would be received from two or more service-disabled veteran-owned small business concerns, and that award would be made at a fair market price; c. Information sufficient to form a basis for the contracting officer to conclude there is a reasonable expectation that at least two eligible and responsible 8(a) firms would submit offers and that award could be made at a fair market price; d. Information sufficient to form a basis for the contracting officer to conclude there is a reasonable expectation that two or more WOSB concerns eligible under the WOSB Program (including EDWOSB concerns), will submit offers and that contract award may be made at a fair and reasonable price; e. The capabilities of Indian tribes or Alaska Native Corporations to provide the services identified herein. Specific Market Research Questions: 1.What methods and metrics for contract surveillance would represent the best indicators of performance for the tasks in the draft PWS? 2.How would you incentivize and measure performance of the tasking in the draft PWS? 3.Please describe what tasks your company would need to accomplish during a phase-in period in order to commence full performance based on the draft PWS? How long would you need in order to accomplish this? 4.Do you currently perform or have performed in the past contracts with similar tasking identified in the draft PWS with commercial customers. If so, please identify the specific tasks and the customer supported. 5.Does your company currently possess the capabilities to perform all of the tasking within the draft PWS internally. If not, what areas would require expertise from outside the company and how would it be accomplished (i.e. teaming arrangements, subcontracting, etc)? 6.Does your company possess the in-house capabilities to perform all of the license maintenance and lifecycle replacement outlined in the draft PWS? Please discuss your processes and procedures for tracking licenses and lifecycle requirements of IT equipment. 7.Please identify the CLIN structure that you would like to see given the draft PWS. Include which tasks could be completed using Fixed-Firm Price and which should use a Cost-Plus CLIN. Please discuss the rationale for the CLIN type recommended. 8.Has your company worked with systems that were required to follow the DOD Security Technical Implementation Guide (STIG)? If so, how would your company implement, maintain, and report status? 9.Is your company familiar with Risk Management Framework (RMF)? If so, what issues have you seen arise when compared with a DIACAP accreditation? 10.Has RMF increased the cost of an accreditation compared to DAICAP? (I.e. additional funds, man power, etc....) 11.How does your company maintain training and certifications outlined in section 1.20 of the draft PWS? In past contracts has new certifications been the responsibility of the Government or the Contractor? 12.Identify any other Cost-driving factors that were not previously addressed. 13.How would your company implement a Security Information and Event Management System? Please see section 2.8 for details. 14.What requirements in the draft PWS have you identified that you consider unique to the government or WSMR? How would you fulfill those requirements? 15.Have you identified any mandatory source requirements in the draft PWS (i.e. CHESS, NMCI)? If so, please identify. 16.Please identify other Government Agencies for whom you have performed similar services in the past. What contract vehicle(s) were utilized for those contracts? Please provide contract numbers and Government POC's. 17.Please identify any evaluation criteria that you feel would be good discriminators in a tradeoff source selection. Please provide rationale. 18.What problems did you encounter while performing similar services on past contracts? List lessons learned and best business practices established. 19.List other technologies or advancements that would improve performance of services in the draft PWS. 20.Please provide any general questions or clarifications in regards to the work outlined within the draft PWS. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the review of the information received. The information obtained from this RFI will be utilized as market research for consideration in development of the Acquisition Strategy and Acquisition Plan for this requirement. Any answers to questions or clarifications required will be addressed in changes to the current version of the PWS or will be taken into consideration in the development of the solicitation.
