- Description of Work: The USDA Forest Service, Northern Research Station intends to initiate a Request for Proposal (RFP) procurement action and award a negotiated, Firm-Fixed Price Construction Contract for a Contractor to provide all necessary material, equipment, transportation, personnel, supervisor, and out of pocket expenses required to abate asbestos containing material (ACM) materials, properly dispose of those materials, and replace them with new commercial grade bio-preferred products & add new floor tile in Lab 407 and two restrooms. Provide & install bio-preferred carpet tiles in rooms 400 & 401 as well as the office hallway area. Replace a base cabinet, sink, and faucet in room 406 after abating ACM vertical countertops in rooms 406 & 407. New bio-preferred countertops will be supplied and installed. Paint the walls of the office hallway area. The acquisition will be solicited using the procurement processes prescribed in Part 12, Commercial Items, and Part 15, Contracting by Negotiation per Federal Acquisition Regulations Disclosure of the Magnitude of Construction Projects (FAR 36.204): Between $25,000 and $100,000. Bid Bonds are not required. Per FAR 52.228-13 -- Alternative Payment Protections, the awardee will be required to submit a payment bond or irrevocable letter of credit (ILC) at 100% of the contract price within seven (14) days of award. The Government will award the contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the RFP will be the best value to the Government. The award will be made on the basis of the lowest evaluated price of proposal meeting or exceeding the acceptability standards for non-cost factors (lowest price technically acceptable/LPTA). Proposals will be reviewed for completeness and evaluated for acceptability against the following evaluation factors: (FACTOR 1) Technical capability to meet the Government requirement; (FACTOR 2) Past performance; (FACTOR 3) Bio-Based Plan (FACTOR 4) Price Factors 1, 2 and 3 are approximately equal to Factor 4.
