Please do not quote replacements, and please do not quote for service beyond 10/29/2015. (viii) The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items (OCT 2014), applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Additionally, FAR 52.217-5, Evaluation of Options (JUL 1990), applies to this acquisition. (x) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (MAR 2015), with its offer or acknowledge its listing in the System for Award Management (SAM) website. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (MAY 2015), applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (MAY 2015), applies to this acquisition. The Contracting Officer has indicated the following clauses listed in paragraph (b) as applicable and are hereby incorporated by reference: (25) 52.222-3, Convict Labor (JUN 2003); (27) 52.222-21, Prohibition of Segregated Facilities (FEB 1999); (28) 52.222-26, Equal Opportunity (MAR 2007); (30) 52.222-36, Affirmative Action for Workers With Disabilities (OCT 2010); (40) 52.223-18, Encouraging Contractor Policies to Ban Text Messaging While Driving (AUG 2011); (44) 52.225-13, Restrictions on Certain Foreign Purchases (JUNE 2008); and (49) 52.232-33, Payment by Electronic Funds Transfer - System for Award Management (JUL 2013). (xiii) Brand Name Justification - The Office of the Chief Information Officer (OCIO) Cybersecurity Office (CSO) requires the renewal of its Juniper software licenses. CSO is responsible for the security of all networking devices resident on the U.S. Department of Health and Human Services' network. As part of HHS' continuous monitoring activities, as mandated by the National Institute of Standards and Technology (NIST) Special Publication 800-137, HHS must add threat and vulnerability reporting capabilities to the CSO. CSO has licensed and is currently using Juniper vulnerability management software products. Standard features such as scanning, compliance auditing, anti-virus compliance, reports, and dashboards will be created to support HHS' security and compliance needs. Because HHS already uses Juniper, it must obtain the software renewal services from Juniper. No other brand can support the Juniper software. (xiv) The clauses at FAR 52.217-9, Option to Extend the Term of the Contract (MAR 2000); FAR 52.232-40, Providing Accelerated Payment to Small Business Subcontractors (DEC 2013); HHSAR 352.203-70, Anti-Lobbying (MAR 2012); and HHSAR 352.222-70, Contractor Cooperation in Equal Employment Opportunity Investigations (JAN 2010), apply to this acquisition. (xv) DPAS - N/A (xvi) Quotes are due by May 28, 2015, 2:00 PM Eastern Standard Time, electronically to the Contracting Officer at khristine.agnello@psc.hhs.gov. Late quotes will not be accepted.
