- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SCOPE: The CBR Filtration Branch at ECBC uses an NMR instrument to evaluate materials both before and after exposure to various types of chemical agents. Currently our NMR instrument is not functioning, as the 5 mm Varian 400 SW/BB probe used in the instrument is not functioning. In order to get the NMR operational again, repair service will be required to troubleshoot and repair the probe. The repair service may require the replacement of parts within the probe and tuning or calibration of the instrument. A subject matter expert, familiar with the NMR instrument will be present to ensure that the repair service is fully completed and that the NMR instrument is again operational. LOCATION: All services will be performed at the CBR Filtration Branch's test site, ECBC, APG-EA, MD. SERVICES PERFORMED: A service repair technician will provide a scheduled field service on-site at ECBC to troubleshoot and repair a 5 mm Varian 400 SW/BB probe for an NMR instrument. The vendor will require a minimum of four weeks notice to schedule an onsite service visit. The repair service will involve investigation and troubleshooting to determine the issue causing the probe to not tune at 13C. After investigation, the service technician shall determine what is required to repair the probe. Given that the cause of the probe not functioning cannot be determined without actually servicing the component, it is unclear what potential parts might be needed. The service technician will need to communicate what repairs are needed once root cause of the issue is determined, and indicate the costs associated with the repairs. Should the repairs exceed the current amount allocated to the contract, the COR will contact the contracting officer for further instruction. COST ESTIMATE: The cost estimate will include the travel costs, labor hours the repair service, and some replacement part costs. PERIOD OF PERFORMANCE: The service will be conducted within a year of contract award. The total period of performance will be a year from the date of award.
