- INTRODUCTION The Naval Air Warfare Center Weapons Division (NAWCWD) intends to procure and award on an other than full and open competition basis in accordance with FAR 6.302-1, a firm fixed price contract with Persistent Systems 303 Fifth Avenue, suite 207 New York, NY 10016 for hardware, training and integration support related to the Wave Relay system. The results of this Sources Sought will be utilized to determine the interest in this requirement. Other interested parties may identify their interest and capability to respond to the requirement no later than 1 June 2015. This requirement was previously synopsized under N68936-15-R-0061 in the Federal Business Opportunities website on 02 April 2015. DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND This program supports the Irregular Warfare Technology Office (IWTO) at The Naval Air Warfare Center Weapons Division (NAWCWD), whose purpose is to provide technology solutions in the form of Unmanned system research & development (R&D), payload integration, and rapid fielding to support urgent warfighter requirements in the area of irregular warfare, including counter insurgency, anti-terror, counter-terror, homeland defense, foreign internal defense, and other irregular warfare missions. The NAWCWD IWTO objective is to provide Wave Relay systems to support integration and provide the warfighter with increased Wave Relay and communication capabilities. CONTRACT BACKGROUND This requirement was previously procured to a sole source Small Business Set-Aside contract, N68936-12-D-0013 (NAICS Code 334220, 750 employees), and was performed by Persistent Systems. The previous contract was a Firm-Fixed Price IDIQ contract. The contract expired 13 February 2015. REQUIRED CAPABILITIES The Navy currently has an operational requirement for digital data link equipment capable of seamlessly integrating into currently deployed Unmanned Air Systems (UAS). The digital data link equipment must be compatible with fielded Navy Command and Control systems, meet data encryption requirements, and meet Navy mobility requirements. The digital data link must also be compatible with the Navy's established digital mesh network. The Wave Relay equipment consists of ground equipment and air/platform equipment allowing the Persistent Systems Wave Relay Digital Data Link System to be combined to form a digital mesh network. The Wave Relay Equipment must include Wave Relay Boards that can be integrated into existing UAS payload systems. The Wave Relay ground equipment must also consist of tracking antenna systems, digital radio routers, and man portable units (MPUs). This effort also includes training to support the proposed use and maintenance of the Persistent Systems Wave Relay equipment. Incidental integration services for joint testing of the Persistent Systems Wave Relay equipment and troubleshooting/technical assistance will also be required. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. Interested businesses should submit a brief capabilities statement package of no more than 15 pages in length (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to perform those services listed in the Requirements Capability section of this document. Documentation should be in bullet format.
