Description
INTRODUCTION The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA, intends to modify the current contract to increase the Cost Plus Fixed Fee (CPFF) ceiling, and add tasking for contract N68936-15-C-0026 to fulfill the lift and extraction requirement of the Launch Test Capability (LTC) which NAVAIR awarded, on a sole source basis, to Jacobs Technology Inc. This contract was awarded to Jacobs Technology on an Other than Full and Open Competition Basis because Jacobs is the only source that possesses the full knowledge and awareness of the LTC work and is capable of completing the effort in the required timeframe. Other interested parties may identify their interest and capability to respond to the requirement no later than 1 June 2015. The additional tasking for contract N68936-15-C-0026 was synopsized on an Other than Full and Open Competition Basis via the Federal Business Opportunities website on 5 May 2015. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND N68936-15-C-0026 provides design and development, site activation, test and evaluation, and operation of the LTC Complex at China Lake, CA, for prototype testing and qualification of a missile launcher subsystem. This contract was awarded to Jacobs Technology on an Other than Full and Open Competition Basis because Jacobs is the only source that possesses the full knowledge and awareness of the LTC work and is capable of completing the effort in the required timeframe. CONTRACT BACKGROUND On December 29, 2014, NAWCWD China Lake awarded contract N68936-15-C-0026 on an Other than Full and Open Competition basis, a five year CPFF contract to Jacobs Technology Inc., 1599 N. Norma Street, Ridgecrest, CA 93555. REQUIRED CAPABILITIES Specific lift and extraction tasking includes the following: removing and replacing the Launch Test Stand Enclosure Removable Room from the Launch Test Stand Enclosure; moving the Launch Test Vehicle (LTV) to/from storage; loading the LTV into and out of the missile tube; and extracting the LTV from the Earth Based Arrestment (EBA). All interested sources must have fully developed lift and extraction plans as well as concept of operations. Furthermore, any interested source must demonstrate lift and extraction capabilities that will meet the LTC Fiscal Year 2017 test schedule. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. This notice of intent is not a request for competitive proposals. However, any firm believing it can fulfill the requirement of providing the services identified above for the LTC project may submit a written response, which shall be considered by the agency. The written response shall reference solicitation number N68936-13-R-0069 and clearly show the firm's capability, background, experience and assets necessary to perform the required work mentioned above without compromising the quality, accuracy, reliability, and critical path schedule without any delays. SUBMISSION DETAILS Interested businesses shall submit written responses by e-mail in Microsoft Word format (version 1997-2003) to william.c.burger@navy.mil or mailed to Commander, Code 254130D (William Burger), NAVAIRWARCENWPNSDIV, 429 E. Bowen Rd. Mail Stop 4015, China Lake, CA 93555-6108 no later than 5 days from this Notice date. Please submit all questions to William Burger at william.c.burger@navy.mil or (760) 939-3470. E-mail responses shall be received at this office no later than 4:00 P.M. Pacific Time on 1 June 2015. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. Interested businesses should submit a brief capabilities statement package of no more than 15 pages in length (no more than ten 8.5 X 11 inch pages, font no smaller than 11 point) demonstrating ability to perform those services listed in the Requirements Capability section of this document. Documentation should be in bullet format. All responses shall include Company Name, Company Address, Company Business Size, Company Cage Code, Company DUNS Number, and Points-of-Contact (POC) including name, phone number, fax number, and e-mail address.
