Description
THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION DOCUMENT. THE SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. BIDS ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. THE SOLICTIATON (PHASE I) WILL BE ISSUED IN 15 DAYS FROM THIS POSTING. The U.S. Army Corps of Engineers intends to issue a solicitation for the following requirement: Denison Dam to replace one flood gate and one emergency gate with the options to construct an additional emergency gate and the design and construction of Dogging Devices and work platform. The work in this contract shall include: Base Bid a) Removal and disposal of Government property of existing Flood Gate No. 16 and all appurtenances. b) Design and construction in accordance with ETL 1110-2-584 DESIGN OF HYDRAULIC STEEL STRUCTURES, cleaning, preparing, and painting with Paint System 5-E-Z, delivery, and testing of new Flood Gate No. 16 and all appurtenances. Designer of Record (DOR) shall be responsible for editing specifications as noted herein. c) Contractor to coordinate with ACO for locations of eased edges/corners to facilitate safe and proper installation of gate in existing slots. d) Contractor shall coordinate and install new lifting brackets to accommodate Government-provided pins. Lifting bracket locations shall be positioned to facilitate the re-use of existing equipment and rigging. e) The gate frame liner for Gate 16 shall be replaced from the bottom of conduit liner to two feet above the top of conduit liner. f) Contractor shall inspect all concrete surfaces upstream to the bulkhead and downstream of Flood Gate No. 16 for any eroded or spalled areas. Contractor shall provide repairs to all areas noted in the inspection, subject to Government approval. g) Design and construction in accordance with ETL 1110-2-584 DESIGN OF HYDRAULIC STEEL STRUCTURES, cleaning, preparing, and painting with Paint System 5-E-Z, delivery, and testing of new Emergency Gate. Option 1 Construction of additional Emergency Gate. Option 2 a) Design and construction in accordance with "Omaha Steel Works" shop drawing 16795-14, four sets of Service Gate dogging devices in Service Gate Slot No's. 7, 8, 9, & 10. Cleaning, preparing, and painting in accordance with Paint System 5-E-Z. Work to include delivery, installation, and testing of new dogging devices. b) Design and construct a permanent, movable work platform for performing installation and maintenance of dogging devices. The North American Industry Classification Standard (NAICS) is 237990 and the size standard is $36.5M to classify as a small business. This acquisition is being offered for competition as a SMALL BUSINESS (SB) PROCUREMENT, with a cost magnitude of $1,500,000 and 2,500,000. All responsible sources may submit a bid which shall be considered by the agency. Sources must have valid Cage Codes and DUNs Numbers or have the ability to obtain one and must also be registered in System Award Management (SAM). Quotes will be evaluated on the basis of best value. The type of contract the Agency will award under the solicitation is a Firm-Fixed Price (FFP) contract, based on the LOWEST PRICE TECHNICALLY ACCEPTABLE to the government. The projected award date of the contract is on or about August 19, 2015.
