- The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a service contract entitled: Dworshak Dam Mechanical Packer Installation. The work will be done at Dworshak Dam located in Ahsahka, Idaho. This will be a firm-fixed-price service contract. The North American Industry Classification System (NAICS) code for this project is 541380, Testing Laboratories, and the associated small business size standard is $15 Million maximum is average annual receipts. This sources-sought announcement is a tool to identify businesses with the capability and technical experience to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement for small business concerns. 1.A list of current or past projects demonstrating technical experience with work of a similar nature to that listed in the Summary Scope of Work. For each project submitted, provide a brief narrative statement of the work involved, your firm's role in the project, the dollar value and the completion date. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. 2.A reference list for each of the projects submitted in #1 above. Include the name, title, current phone number and email address. 3.Provide a statement of your firm's business size (HUBZone, Service Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regards to the NAICS code listed above. 4.Provide a statement that your firm intends to submit an offer on the project when it is advertised. 5.Cage Code and DUNS number. Submit this information to Connie Cochran, Contract Specialist, via email to yi.cochran@usace.army.mil. Your response to this notice must be received on or before 2:00PM Pacific Time on June 3, 2015. Summary of Scope of Work: The work consists of the following elements: 1.The objective of this contract is to provide and temporarily install mechanical packers for flow and pressure testing at monoliths 16/17 and 37/38 with all aspects of the packer assemblies rated at a minimum of 150 psi. 2.Packers will have to be installed and sealed under high flow and pressure conditions. 3.The Government currently anticipates the need for 30 - 3 quote mark diameter packers and 3 - 8 quote mark diameter packers. 4.The Contractor is responsible for providing video monitoring during the testing with a borehole camera. Video monitoring will be performed from the roadway deck of the dam in the downstream joint drain holes. 5.The work will mainly be performed in the dam galleries and from the roadway deck. 6.The contractor will adjust valve openings in the packers as directed by the onsite Government representative. 7.The contractor will begin efforts at one of the monoliths and support testing by the Government and then remove and relocate all packers to the other monolith location. The contractor will repeat the testing procedures. 8.Remove packers from the final testing location and completely remove from the project. The packers will be the property of the contractor upon completion of the tests. 9.Contract execution at the project scheduled to occur October/November 2015. The contractor must possess a minimum of 5 years of experience as with packer installation, operations, commissioning, and as a service provider. The contractor will be required to furnish post-award submittals for Government review and acceptance. These submittals may include mechanical packer assembly, project schedule, equipment list, activity hazard analysis, accident prevention plan, AT-OPSEC procedures and employee pre-screening, and borehole monitoring videos. All on-site work shall be performed in accordance with the Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). The contractor will be required to perform the on-site work in compliance with Government Safe Clearance/Hazardous Energy Control Procedures. Prior to commencing on-site work, the contractor will be required to complete applicable safe clearance training for all personnel working in areas involved with Hazardous Energy Control. The project will involve the development and management of Contractor furnished submittals for items such as product data, test reports, and contract close-out documentation as required by the technical specifications of the contract. The Contractor will be executing this work in close coordination with Dworshak project staff during concurrent Government operations and maintenance work within and around dam inspection galleries.
