- Date: May 27, 2015 The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate and award a non-competitive contract to Clark Group, LLC located at 107 State Street Montpelier, VT 05602 under the authority of Federal Acquisition Regulation 13.106-1(b). Background The National Environmental Policy Act (NEPA) requires federal agencies to integrate environmental values into their decision making processes by considering the environmental impacts of their proposed actions and reasonable alternatives to those actions. NEPA established the White House Council on Environmental Quality (CEQ), which coordinates Federal environmental efforts and works closely with agencies and other White House offices in the development of environmental policies and initiatives. Objective The contractor shall provide technical assistance in the development of the Duke compendium of NRC staff technical papers. This compendium shall serve as an overview, detailing the training that was previously provided to NRC staff, which shall assist in implementing National Environmental Policy Act (NEPA) practices and processes in day-to-day licensing actions. This compendium will also provide a historical perspective as to why and how the training pursued, citing key memoranda that would then be used to support the establishment of such a program at the NRC. Contractor Unique Qualifications Because the Clark Group, LLC was the only source that provided NEPA training in a program supported by CEQ, the NRC selected the Clark Group as the most qualified provider for training needs on the NEPA process. Mr. Clark, who is a senior advisor for Clark Group, provided training to NRC staff under the Duke Program in NEPA, served as Chair of the Duke NEPA Certificate Program, and was the Lead Instructor for the Duke Program provided by NRC NEPA training courses. Clark Group's experience with the NEPA process through previous work history and affiliation with the Duke Program in NEPA qualifies the contractor as the only source with the technical network and expertise needed to complete a compendium of NRC staff technical papers under the Duke NEPA Certificate Program, which builds upon the Clark Group's efforts in leading the NRC NEPA training courses. Vendors that have the capability to perform the services discussed above shall submit a capability statement to Jerry Purcell, Jr., Contract Specialist at: Jerry.Purcell@nrc.gov no later than June 6, 2015. This notice is not to be considered a request for quotations, or a request for proposals. The information received will be used as market research only.
