Description
The U.S. Citizenship and Immigration Services (USCIS) under Department of Homeland Security (DHS) intends to negotiate on a sole source basis with the Veterans Enterprise Technology Solutions (VETS), Clarksville, VA, pursuant to 41 U.S.C. 253(c)(1)-Only one responsible source and no other supplies or services will satisfy agency requirements. The contemplated award will be for nine (9) day period of performance. The justification is based on only one source, VETS as the incumbent currently supports USCIS Service Center Operations Support Services (SCOSS) at the Nebraska (NSC) and Texas (TSC) Service Centers and has demonstrated to USCIS that only they possess the required skills, staffing, recruitment capabilities, and operational readiness to continue to support this requirement. This is important given the large number of full time equivalents required to support SCOSS at both the Nebraska and Texas locations. No other contractor has the knowledge and infrastructure in place to support this requirement for the short nine (9) day extension period requested. VETS is the only source capable of providing the services without disruption as they possess the knowledge of USCIS and its processes and automated systems, which would allow them to perform immediately, which no other contactor can do in this time frame. Furthermore, VETS has staff and management in place at the performance locations which gives them a unique performance capability, as a new contractor would need to hire staff. Further, VETS has a proven track record, and has demonstrated through past performance that they can continue to support this requirement for the requested extension time, during which no other contractor would be able to do so without a detrimental impact to USCIS. Based on the above, the proposed contractor's unique qualifications require use of the rationale or exception cited.
