Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number AG-32SC-S-15-742373A is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. This solicitation is offered without restrictions. This acquisition is for the following item as identified in the Contract Line Item Number (CLIN): 0001) Astaxanthin & Canthaxanthin Analysis for muscle/ Qty: 150 fillet or feed samples 0002) Option 1 – 12 months Qty: 150 0003) Option 2 – 12 months Qty: 150 Technical Specifications: Time and Performance: Samples will be submitted in batches. Approximately 50 samples/batch for Astaxanthin and Canthaxanthin analysis. Samples may be submitted every 1-2 weeks. Analysis: Tissue or feed samples will be sent to the lab for free Astaxanthin and Canthaxanthin analysis. Reports: Reports will be submitted electronically, but the Government may accept paper reports if necessary. Astaxanthin levels should be reported as microgram/gram of sample. The Contractor shall provide all items F.O.B. destination. Location of the Government site is: USDA ARS National Cold Water Marine Aquaculture Center 25 Salmon Farm Road Franklin, ME 04634 The Government anticipates award of a Firm Fixed Price contract. Questions and answers from previous, cancelled solicitation: Question 1: What items would need to be shipped? Do we need to provide containers or other materials that samples will be placed in which will then be shipped to our lab for testing? Answer: The Government will provide containers and shipping materials. Question 2: Are there preferred methods for testing and limits? Answer: The Government prefers the use of HPLC for analysis of astaxanthin and canthaxanthin. Question 3: Are there any specific accreditation requirements for the testing lab to hold? Answer: There are no specific accreditation requirements. However, the testing lab shall maintain any licenses and/or accreditations required by law. Generally the bidder must be able to provide accurate and reproducible data. Question 4: Are Past Performance References requested / required? Answer: No. Question 5: Specific Turn Around Time for sample results or just that all testing must be completed by September 30 th 2015. Answer: The turnaround time is generally 2-3 weeks. All analysis might not be completed by September 30 th. Submission of Quote. Provision 52.212-1 applies to this acquisition and Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical Capability and (2) Price (to include shipping and all options). Evaluation of Quote. Provision 52.212-1 applies to this acquisition. Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the quote that is the Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that, results from selection of the technically acceptable proposal with the lowest evaluated. The following factors shall be used to evaluate offers: (i) technical capability; and (ii) price; (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) 52.212-3. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their Quote. 52.212-4. Offerors are advised that the clause 52.212-4 Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Addendum to Inspection and Acceptance Terms: Supplies will be inspected by location monitor (LM) and accepted at destination. 52.212-5. Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. To be eligible for an award, all contractors must be registered and enrolled in the System for Award Management (SAM) at the time of solicitation due date. This process can take 2 to 4 weeks. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register. All invoices shall be submitted electronically.
