Description
Solicitation MCC-15-RFQ-0115 Public Private Partnership (PPP) Advisor OVERVIEW The Millennium Challenge Corporation (MCC) has a requirement to contract for a Public Private Partnership (PPP) Adviso r Consultant, an individual not a contractor, to provide technical assistance to key government institutions to strengthen their practical skills to screen, analyze, structure and implement specific PPP transactions as well as their general PPP regulatory and policy framework. The PPP advisor shall help oversee the development and implementation of this technical assistance. This solicitation is being conducted under FAR Part 13.5 Simplified Acquisition Procedures and FAR Part 12 Commercial Items. DUTIES The major duties and responsibilities of the PPP Advisor is to: 1) help create a PPP unit within the country's central PPP authority, finance ministry and/or relevant regulators and line ministries, including helping define the unit's optimal structure, the skill set for needed staff and consultants, its policies, regulations, processes and expected key outcomes, a work plan for establishing its governance and procedural framework, hiring and training staff, contracting outside consultants, and otherwise becoming operational; 2) help relevant government institutions (e.g., central PPP authority, finance ministry, line ministry) to properly screen, prioritize and select potential PPP projects based on whether they meet a well-defined public need (with clear and measurable outputs); have a clear and definable revenue stream and are otherwise financially, economically and institutionally sustainable; are affordable by the government and/or users; are consistent with government development plans and policies; are attractive to private developers; are structured to cover their life cycle costs; can properly identify, analyze and allocate risks to the party best positioned to manage them; can be developed and tendered within a reasonable timeframe; have the capacity to supervise the implementation of them; and 3) help government organizations, such as Finance Ministry, Central PPP Authority, relevant regulators and line ministries, each from its own unique perspective, to properly analyze, structure, negotiate and implement specific PPP transactions. The estimated level of effort is approximately 800 hours per year of which 50-75% would be in MCC partner countries, including but not limited to Guatemala and Honduras. More specific information is described in the Scope of Work of the attached Request for Quotation (RFQ) MCC-15-RFQ-0115. PERFORMANCE PERIOD The position is for a two-year base period, renewable for up to two one-year optional periods at the sole discretion of the government. The individual consultant advisor shall be required to provide services in any MCC-eligible country, including but not limited to Guatemala and Honduras, as well as the consultants home location. Travel is required.
