- JUSTIFICATION FOR SINGLE SOURCE AWARDS IAW FAR 13.106-1 (OVER MICRO-PURCHASE THRESHOLD($3K) BUT NOT EXCEEDING THE SAT ($150K)) IAW FAR13.104, COs must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government, considering the administrative cost of the purchase. When competition is not practicable, IAW FAR13.106-1(b), COs solicit from a single source for purchases not exceeding the simplified acquisition threshold. COs may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). IAW FAR13.106-3(b)(3),COs are required to include additional statements explaining the absence of competition (see 13.106-1 for brand name purchases) if only one source is solicited and the acquisition does not exceed the simplified acquisition threshold (does not apply to an acquisition of utility services available from only one source) or supporting the award decision if other than price-related factors were considered in selecting the supplier. This template when completed can be used to document single source awards IAW FAR13.106-3(b)(3). Note: Statements such as "only known source" or "only source which can meet the required delivery date" are inadequate to support a sole source purchase. 1. PURCHASE REQUEST OR REQUISITION NUMBER: 595-15-3-026-01021A. PROJECT/TASK NUMBER N/A1B. ESTIMATED AMOUNT: $17,406.00 2. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: This is a request for other than full and open competition for the procurement of the Joanna Briggs Institute (JBI) Evidence-Based Online Database, from Ovid Technologies (Lippincott, Wilkins & Williams, Ovid Technologies, 100 River Ridge Drive, Norwood MA 02062), from June 30, 2015 to June 29, 2016 (base year) with the option for 4 one year renewals. The estimated cost for the base year is $3,149.00, while base year plus options is estimated at $17,406.00. This action will be awarded as a new contract via firm-fixed-price. 3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: The requirement is to procure online access to the Joanna Briggs Institute Evidence-based online database. This database provides the full-text of all documents. The database must be available online and authenticated by IP address to the all staff at the Lebanon VA Medical Center and CBOCs. Remote access is available with this subscription. JBI evidence-based online database is unique intellectual property and a proprietary database. The JBI package includes: 1.An evidence-based database which is completely full-text. 2.Contains evidence based nursing practices that can be used in daily practice or to support the development of guidelines and policies. 3.Contains the following publication types: a. Evidence Based Recommended Practices: interventions or procedures that describe and/or recommend certain practices on selected clinical topics. Recommended practices which are based on the best available evidence. b. Evidence Summaries: excerpted summaries from systematic reviews. Short abstracts that summarize existing international evidence on common health care interventions and activities. c. Best Practice Information Sheets (BPIS): has clinical bottom-line. Short summaries based on the results and recommendations of systematic reviews. d. Systematic Reviews: these are the recommendations based on research results. An analysis of all off the available literature (that is, evidence) and involves developing a question; establishing inclusion criteria; developing a strategy to comprehensively search for the evidence; appraising the quality of each paper; excluding papers of poor quality; extracting the findings of included papers; and synthesizing the findings of included papers. e. Consumer Information Sheets (CIS): (at the 5th grade reading level) standardized summaries on a wide range of health care interventions and activities targeted at consumers of health care i.e. patients/residents/clients, relatives and caregivers. f. Systematic Review Protocol: documents background information and the plan for conducting a systematic review. g. Technical Report: documents the development of best practice information sheets from the source systematic review. 4. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE, WHICH CAN PROVIDE THE SUPPLIES OR SERVICES: Ovid Technologies is the sole proprietor of its Ovid SP search engine and maintains the exclusive technology and platform for the Joanna Briggs Institute (JBI) Evidence-Based Online Database. Ovid is the sole source to provide access to their unique totally full-text, evidence-based resource. The publishers of the material in the JBI databases do not release the material through any other vendor platform. This unique full-text database, from the Joanna Briggs Institute (JBI), of evidence-rich content is designed to help healthcare managers at large, and small-scale institutions, implement a cost effective EBP program and provide high-quality patient care based on the best available evidence. Joanna Briggs Institute EBD is only available via OvidSP. It spans a range of medical, nursing, and healthcare specialties and includes evidence summaries, systematic reviews, best practice guidelines, and more. The Joanna Briggs Institute (JBI) is widely regarded as one off the world's leading providers of evidence-based information from across the globe, as well as tools to help healthcare professionals implement an effective evidence-based practice program and provide the best possible patient care. The Lebanon VA is moving forward in the process of creating and implementing a model for evidence-base nursing care. The Joanna Briggs Institute (JBI) database is considered a premier database with regard to evidence based nursing and has ties to the Australian Cochrane Centre for Evidence-based Medicine. The Cochrane Centers which are international are the vehicles through which many systematic reviews are completed. The results of these reviews, which show whether outcomes of various interventions are clinically significant, are pivotal in the provision of high quality care. JBI is the counterpart for nursing. The JBI database is completely full text. The systematic reviews, protocols and guidelines can be implemented immediately because the nursing literature has already been evaluated and synthesized. This will save the VA nursing staff time and money since evaluating and synthesizing the literature is a long and tedious process. The more time nurses need to review the literature, the less time for direct patient contact. JBI provides evidence-based information in a format that is easy to retrieve and use thereby affording veterans the best possible evidence-based nursing care. If this justification is not approved, it would negatively impact the goals and objectives of the Lebanon VA Nursing Service and Hospital to attain a high standard of nursing care. This would, also, impact our ability to teach and provide a high quality experience for nursing students who affiliate with the VA from academic institutions in the surrounding area. In the end efficiency in time, costs and nursing care would be diminished by not procuring this resource. In previous years, the JBI database showed high usage by the nursing staff. This is the only product on the market which provides tools to establish an evidence-based practice program for nurses. As of October 4, 2012 the full suite of JBI resources were made available exclusively via Ovid and not any other vendor. Although some of JBI resources were previously available through ProQuest, they are no longer offering JBI after October 2012. 5. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND RESULTS OR STATEMENT WHY IT WAS NOT CONDUCTED: Market research was conducted yielding results directly from Ovid Technologies, GSA Advantage, GSA eLibrary, VA MedSurge Catalog, FDPS-NG, and Interagency Contract Directory. GSA Advantage and GSA eLibrary yielded no results similar to "JBI subscription." FPDS-NG yielded past awards; however, those were procured via open market. Interagency Contract Directory yielded no relevant contract vehicles either. Only one potential source is deemed practicable because the material is unique intellectual property and a proprietary database. 6. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
