- NAVSUP Fleet Logistics Center Norfolk, 700 Robbins Avenue Philadelphia, PA 19111 intends to solicit for services under a 100% Service-disable Veteran-owned Small Business set-aside on behalf of the Bureau of Medicine and Surgery (BUMED), for the provision of First Receiver patient decontamination Operations Training (FROT) at Medical Treatment Facilities (MTFs) across the U.S. and overseas. The training is based on guidance from the Occupational Safety and Health Administration (OSHA) publication 3249-08N-2005, Best Practices for Hospital-Based First Receivers, as well as OSHA s Hazardous Waste Operations (HAZWOPER) Operations level requirements, in accordance with 29 CFR 1910.120. This procurement is being conducted as a Firm-Fixed price acquisition in accordance with FAR Part 12 (Commercial items) and FAR Subpart 13.5 (Test Program for Certain Commercial Items) procedures. The award of a firm-fixed price contract is anticipated. The Request for Quotations (RFQ) will be issued via the internet. Interested parties may download the RFQ upon its issuance at the following website: http://www.neco.navy.mil. Interested parties are solely responsible for monitoring the website for postings of the solicitation and any amendments. The Government will not pay for information submitted in response to this notice. Oral communications are not acceptable in response to this notice. The applicable North American industry Classification System (NAICS) code is 611430. The anticipated base year performance period for this procurement is 24 Sept 2015 through 23 Sept 2016; following the base period of performance, four one-year options will be included, resulting in performance end date of 23 Sep 2020 (if the four one-year options are exercised). Additional information for this requirement will be listed in the solicitation upon its issuance, which is anticipated to be release no earlier than 18 June 2015.
