- The subject requirement is for the acquisition of 16 NSNs from various Federal Stock Classes (FSCs) and all sole source to Scott Technologies (15927). An Indefinite Quantity Long-Term Contract with a three year base period and two option years is anticipated. The total duration base plus option years shall not exceed five years. Applicable NAICS is 339113 and Small Business Size Standard is 500. Solicitation will be unrestricted with other than full and open competition. The solicitation will be available on June 10, 2015, at https://www.dibbs.bsm.dla.mil/rfp/. Hard copies are not available. Increments and delivery schedule will be noted on the RFP. FOB Origin is required. Inspection/Acceptance requirements will be noted on RFP. All responsible sources may submit an offer/quote, which shall be considered. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance, delivery as described in the solicitation. This solicitation is being issued under the First Destination Transportation (FDT) program. For FDT program transportation requirements, see DLAD clauses 52.247-9059 F.O.B. Origin, Government Arranged Transportation and 52.247-9058, First Destination Transportation (FDT) Program - Shipments Originating Outside the contiguous United States (OCONUS). Additional information about FDT can be found on the FDT website http://www.dla.mil/FDTPI/. All items will be FOB Origin. Inspection/acceptance will be either destination or origin depending on the quality requirements of each NSN and will be identified on the Section B Spreadsheet. Based upon market research, the Government is using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. This acquisition is for supplies for which the Government does not possess complete unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304(c)(1).
