Sources Sought Simultaneous Interpretation Services - English and Spanish 1. Purpose The purpose of this sources sought notice is to identify potential contractors interested in providing simultaneous interpretation services for meetings convened by the United States Section of the International Boundary and Water Commission, United States and Mexico (USIBWC) in various United States locations along the border with Mexico. In addition, this notice intends to identify interpreters with expertise in dams to provide interpretation at the following locations: Regions: •· San Diego, CA •· Imperial Valley, CA/Yuma, AZ •· Tucson/Nogales/Rio Rico/Douglas, Arizona •· El Paso, Texas/Las Cruces, NM •· Lower Rio Grande Valley, Texas (McAllen, Harlingen, Brownsville, Mercedes) Services Interpreting services will be bidirectional English<>Spanish. Clear and accurate interpretation from/into Spanish is essential for the Commission proceedings, bearing in mind that participants are governmental representatives making statements, discussing and making decisions on important substantial matters related to policies, technical, and administrative issues. Services may be provided alone, in conjunction with the IBWC Language Specialist, or with a second contract interpreter. Coverage consists of simultaneous interpretation in a formal or informal meeting setting in which the USIBWC has agreed to be responsible for providing such services. Meetings are primarily held in conference room/ballroom settings. Occasionally outdoor settings may be requested and/or tour scenarios where consecutive interpretation is performed. Background: The Foreign Affairs Office provides simultaneous interpretation for meetings where participants speak different languages. This is critical given that the official language of the U.S. Section of the Commission is English and the official language of the Mexican Section of the Commission is Spanish. Due to high demand for these services, contract interpreters are regularly needed to supplement the services of the one on-staff Language Specialist. Contract interpreters provide services for meetings on mission-critical matters such as Rio Grande water deliveries, Colorado River management, safety of dams, flood control, and water quality initiatives. Interested firms are requested to provide the following information: Experience and Qualifications: Please provide a description of the qualifications of each individual who would be providing simultaneous interpretation. (If you represent an agency, the qualifications must be specific to the actual individuals who would provide the service and not just general background information for the pool of interpreters you have available.) This description should discuss: •· Number of years of experience as a professional interpreter, English to Spanish and Spanish to English. •· Meetings, conferences, or events for which the interpreter has provided English-Spanish or Spanish-English interpretation related to: civil engineering, water management, river systems, dams, critical infrastructure protection, irrigation, geology, sanitation, water and wastewater infrastructure, water quality, biology, chemistry, GIS, environmental health, wildlife, U.S.-Mexico border issues, transportation/roads/highways/bridges, construction, floodplain management, emergency management, groundwater, water desalination technology. The description should include a list of the names and subject matter of the meetings, conferences, or events and names of businesses, organizations and agencies for which the interpreter has provided interpretation services in the above subject areas. Equipment Please include a description of the equipment the contractor has available for simultaneous interpretation. Please note the contractor would be responsible for all equipment transportation and setup. The USIBWC is not responsible for providing any audio feed or other A/V equipment and connections. Headsets - describe the type of headset and number available. Transmitters - describe the type of transmitter and number available for interpreters. Booth --brief description of booth type or model number Sound system---any additional audio equipment available for use during simultaneous interpretation assignments. Microphones for meeting speakers - describe the type of microphones and number available. Miscellaneous Please indicate the regions where you would be available to work, based on the list above. Please indicate whether you would like to be considered an interpreter with expertise in dams.
