Description

This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to award a firm fixed-price contract for the procurement of one (1) Aircraft Position Display Unit (APDU) System, on a sole source basis with NTT Data Corporation (NTT Data) (Cage: SFU99), TA 15F 3-3-9 TOYOSU, KOTO-HU Japan, 135-8671. This equipment, integration, and training are in support of the Marine Corps Air Station (MCAS) Iwakuni Radar Monitoring requirements. The Government of Japan and the United States Government have an agreement that allows MCAS Iwakuni to receive aircraft radar and flight data from Fukuoka Area Control Center (FACC). FACC utilizes a system that includes a Radar Data Processor (RDP) to fuse mosaic radar data and an APDU System that displays the data. The FACC RDP is manufactured by NTT Data and utilizes proprietary data format to send data to the APDU System for display. The NTT Data APDU System is the only known display unit that meets the requirement to maintain interoperability between the FACC RDP and MCAS Iwakuni. NTT Data's APDU System is the only unit that can receive the FACC RDP data in its proprietary format. Without proprietary data no other source is capable of meeting the requirement. The Government intends to award this requirement under the authority of 10 USC 3204 (c) (1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
