15RJQ81_syn N00164-15-R-JQ81 - SOLE SOURCE - CI SYSTEMS OPTICAL TEST EQUIPMENT SPARES AND REPAIRS - FSC 5855 - NAICS 333314 Anticipated Issue Date: 30 JUNE 2015 - Closing Date: 31 JULY 2015 - 2:00 PM EDT Naval Surface Warfare Center (NSWC) Crane Division intends to solicit and award a 5-year, Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract worth $1,900,000 utilizing FAR Part 13.5 Test Program for specialized electro-optic test equipment spares and non-warranty repairs to CI Systems, Inc., 759 Cochran Street, Simi Valley, CA (CAGE 0WB57). This procurement will be for a minimum of one (1) each Visible Light Source with Cable Assembly and Controller, Ethernet and IEEE 488 Connection (CI Part Number 3814015), Blackbody with Cable Assembly and Controller, Ethernet and IEEE 488 Connection (CI Part Number SR800-4D) and Blackbody with Cable Assembly and Controller, Ethernet and IEEE 488 Connection (CI Part Number SR800R-7A. This action also has a requirement for non-warranty repairs. FOB Destination delivery will be 30 days after award of order at NSWC Crane. Additional delivery dates will be specified in individual orders. Acquisitions will be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not possess a complete technical data package to compete this action. A competitive procurement approach would require extensive cost duplication for non-recurring engineering, product validation and an unacceptable delay in schedule to meet requirement needs. As the original equipment manufacturer (OEM) of the required optical test equipment spares, CI is the only source that currently possesses sufficient requisite knowledge, engineering expertise, and technical data required to perform these efforts. No other source has the technical qualifications and necessary resources to perform the work described herein, and no other supplies or services will satisfy the Government's requirement to replenish current CI optical test equipment and obtain non-warranty repair of existing CI optical test equipment. This synopsis is published for informative purposes (THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR COMPETITIVE PROPOSALS). Companies interested in subcontracting opportunities should contact CI Systems directly. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. The proposed noncompetitive contract action is anticipated to be awarded under FAR Part 13.5 Test Program. The anticipated contract action award date is 30 November, 2015.
