- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or Request for Quote/Proposal/Bid and no contract or purchase order will be awarded as a result of this notice. There is no solicitation, specifications, or drawings available at this time. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Military Sealift Command - Norfolk contracting office is seeking eligible businesses for the pilotage for Military Sealift Command (MSC) controlled vessels operating in the port of Charleston, SC. The contractor shall provide all the necessary personnel, supervision; management, equipment, materials and services to provide pilotage for Military Sealift Command (MSC) controlled vessels operating in the port of Charleston, SC. These services shall be made available to all MSC operated or contract operated vessels including such Government owned vessels that are Scientific, Oceanographic, Fleet Support or Cargo, providing direct support to the US Navy in Commission and manned by Navy personnel, are also included under this solicitation: This also includes USS Naval vessels and other public vessels (i.e. Army watercraft, USCG ships when requested). The contractor agrees to be on call 24 hours a day, 7 days a week including weekends and holidays. The contractor agrees to a minimum of two- (2) hour's notice for ship's arrival and a minimum of one (1) hour's notice for cancellation of services without penalty. MSC vessels will be given priority in harbor movements in response to weather or national defense emergencies. Government vessels will also be given priority over commercial vessels when arriving to make a scheduled labor start time for cargo operations. The contractor shall transport pilots to and from the designated pilot station at Area "B" (NOAA Chart 11523) and conduct safe pilot embarkation and debarkation operations in a seaway. The contractor shall provide efficient communications, transportation coordination, and waterways system oversight to perform pilot services. The contractor will allow for extra time to gain access into port/government facilities during periods of increased security. The contractor shall arrange for all personnel badges/passes required for access to government facilities. The contractor shall promptly notify the Contracting Officer of his authorized representative if unable to meet or unable to complete an assignment. If the contractor fails or is unable to provide pilotage as requested, the Government may either perform the services itself or may employ others who are qualified, for the contractor's account and excess costs to the Government, in either case, shall be charged to the contractor. The Government also reserves the right to use Government personnel to provide pilotage services during the duration of the contract. Contractors are required to possess either a Federal or State pilot license as required by law. Depending on type of vessel (time charter, commercial or public vessel) and where it is coming from (overseas/coastwise), a state license is required in some cases. Contractor is required to provide a pilot with the required license. All Small businesses, Service-Disabled Veteran-Owned Small Business, Certified HUBZone and Certified Section 8(a) Small Businesses are encouraged to respond. The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest.. The NAICS Code for this procurement is 488330. This is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of award. The Government is not obligated to and will not pay for any information received from potential sources as a result of the sources sought. It is requested that interested firms submit to MSC-Norfolk contracting office a brief capabilities package demonstrating ability to provide the requested items. This document shall address, at a minimum the following: (1) Company Profile to include number of employees, office location(s), DUNS number, CAGE Code and a statement regarding small business designation and status; (2) Partnership, teaming, joint ventures, or mentor-protégé agreements with any large businesses. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirement to be consistent with industry.
