- DRAFT Parent Information and School Choice Evaluation PWS ***THIS NOTICE IS NOT A REQUEST FOR PROPOSALS*** This synopsis notice is posted in accordance with FAR Part 5.203(a). The U.S. Department of Education (Department) anticipates the solicitation and award of one hybrid contract (contains both Fixed Price and Cost Reimbursement Tasks) for a new Fiscal Year 2015 procurement titled "Parent Information and School Choice Evaluation", on behalf of the Institute for Education Sciences (IES), National Center for Education Evaluation and Regional Assistance (NCEE). The purpose of the requirement is conduct an evaluation to identify the best ways to present school choice information so that it can be understood and used by parents, including those with limited time, economic resources, or English language literacy challenges. Using experimental methods, the evaluation will answer questions about optimal ways to format information, provide the right amount of information, and organize or sequence information so that parents can knowledgeably engage in the choice process. The period of performance for the anticipated contract is one 10 month base period and one 14 month option period. The DRAFT Parent Information and School Choice Evaluation Performance Work Statement is attached. The Department anticipates posting the Request for Proposals in mid-June 2015. It is anticipated that the acquisition strategy will be a negotiated, competitive acquisition (open to both small and large businesses) conducted in accordance with FAR Part 15.
