Description
The purpose of this notice is to inform potential sources that the 39th Contracting Squadron, Incirlik AB, Turkey intends to issue a commercial solicitation for NAF Restaurant Concessionaire (for Club Complex and Golf Club) solicitation number FA5685-15-R-0004. Non Personnel Service: The contractor shall provide all supervision, personnel, equipment, tools, transportation, training and other services necessary to perform NAF Restaurant Concessionaire (for Club Complex and Golf Club) in accordance with the Performance Work Statement (if applicable). The period of performance will be a Base period and (4) option year periods. The applicable North American Industry Classification System (NAICS) code for this acquisition is 722310. Due to the overseas location of this notice, no set-aside will be used and will be Full and Open without exclusions. However, IAW the DECA, "Due to an established economic agreement between the United States Government and the Government of Turkey, the U.S. Air Force intends to award this solicitation to a business concern within the country of Turkey, as required by the Defense and Economic Cooperation Agreement, supplementary Agreement 3, Article VI. If it is discovered that the U.S. Air Force is not able to make award to a business concern within the country of Turkey, it reserves the right to make award to a business concern that is not within the country of Turkey." Business concerns not within the country of Turkey should be aware of challenges associated with doing business in the Republic of Turkey. Challenges may include: • Turkey Social Security Tax (may be as high as 80%) • VISA • Turkey Residency Permit • Business certificates/licenses as required by the country of Turkey • Turkey requires a CE marking (European Union Standards/certification conformity) on all goods imported into the country • Customs clearance • Health Care insurance not provided by contract • U.S. base housing not provided • U.S. base support facilities not authorized/provided (i.e. medical, commissary, Base Exchange, fuel station, etc.) Additional information may be found at: http://turkey.usembassy.gov/doing_business_in_turkey.html http://export.gov/turkey/doingbusinessinturkey/index.asp Anticipated issue of the solicitation is from 39th Contracting Squadron, Unit 7090 Box 127, APO, AE 09824 Incirlik AB, Turkey and issue date is within 5 days after issuance of this notice. The solicitation can be accessed on the Federal Business Opportunities (FBO) website atwww.fbo.gov. Potential offerors are responsible for monitoring the website for the release of the solicitation and any updated information. The solicitation posted to the FBO web page shall provide actual dates for the site visit (if required), pre-proposal conference (if required) and due date for quotations. The government will not provide copies of the solicitation, blueprints, or specifications. Telephone requests for information will not be allowed and all technical questions regarding the solicitation must be emailed to the Contract Administrator, quortez.dorsey@us.af.mil with a courtesy copy to the Contracting Officer, pablo.velez@us.af.mil. Any prospective contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov) in order to be eligible for award. Instructions for registering are available at the SAM website. This notice does not obligate the Government to award a contract, and it does not restrict the Government in its ultimate acquisition approach, nor does it obligate the government to pay for any proposal preparation costs.
