- This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with ITT Enidine Inc., Orchard Park, NY for three hundred (300) each High Energy Rope Mount (HERM) shock isolators, Part Number (P/N) HR80091 (also known as HR16-406-B), in support of the PMA 299 Multi-Mission Helicopters program. The AN-SRQ-4 Radio Terminal Set (RTS) provides communication via a high speed full duplex data link between MH-60 helicopters and cruisers or destroyers. The HERM shock isolator consists of a wire rope isolator encased in an elastomeric material, which contains elastic properties similar to that of rubber for additional dampening, stiffness and minimum sway excursion. The HERM shock isolator isolates and protects AN-SRQ-4 RTSs from shock and vibration. Shock isolators are required to protect the RTS, the ship, and the ship's personnel from damage or harm typically caused by missiles or mines. The ITT Enidine Inc. HERM Shock Isolator is the only known source capable of meeting the required minimum sway space excursion measurement and performance requirements of military specification MIL-S-901D, has passed required barge testing, and is certified by NAVSEA for use aboard Navy ships. The Government does not own the data to this design. Without the technical data, no other source would be capable of meeting this requirement. The Government intends to award this requirement under the authority of 10 USC 3204 (c) (1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
