Description
SYNOPSIS: The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), MD 21005 intends to extend the current Time & Materials (T&M) Sole Source Bridge Contract to Jacobs Technology Inc. (JTI), 600 William Northern Blvd, Tullahoma, TN 37388, for Aberdeen Test Support Services (ATSS) to the Aberdeen Test Center (ATC). This contract will continue the services provided through contract W91CRB-14-D-0017 under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Extension to the Sole Source Bridge Contract will extend the services for ATSS for 2 months (1 August 2015 to 30 September 2015) with the possibility of a 1 month option (1 October 2015 to 31 October 2015) in order to accommodate the schedule for awarding the re-competed contract. An extension is necessary to avoid delays in fulfilling the agency's mission-critical requirements for continuous support of ongoing test activities. This Notice of Intent is not a request for proposals or quotations. No Statement of Work will be provided. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to proceed with this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether the procurement method is in the best interest of the Government. Interested parties may identify their interest and capability to respond to this requirement, no later than 4:00 pm EDT, 3 June 2015. All information submitted should support the offeror's capability to provide the services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide the services. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB. Otherwise, responses must be submitted via hard copy to: US Army Contracting Command - Aberdeen Proving Ground, CCAP-SCD (E. Weber), 4310 Boothby Hill Ave., APG, MD 21005.
