Description
This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Rhinestahl Corporation, Mason, OH, who is the sole U.S. provider for the OEM (CFM International, Inc.(CFM), West Chester, OH), for the following item and quantities: 10 Each EDDY CURRENT INSPECTION KIT (ECIK), P/N: 856A2682G01 The required ECIKs are portable specialized test kits used to support test and inspection of the United States Navy P-8A Poseidon Boeing 737-800 aircraft turbine engines. The P-8A Poseidon aircraft are propelled by two CFM 56-7B Turbofan Engines. ECIK, P/N: 856A2682G01 was designed specifically for CFM 56-7B turbine engine blade testing after the blades have been repaired by a process called blending to ensure the safety and quality assurance of the repair, allowing this process to be done on-line without the need to send the turbine to the depot or remove the aircraft from service. The CFM 56-7B Turbofan Engine as well as the ECIK design is proprietary to CFM. The Government does not own the data to this design. Without the technical data, no other source would be capable of meeting this requirement. The Government intends to award this requirement under the authority of 10 USC 3204 (c) (1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
