Description
This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst Contracts Office, intends to award a firm fixed-price contract for the procurement of a Project 25 (P25) Software Flash and Firmware key upgrade to 2,264 existing Motorola Solutions Inc. (Motorola), subscriber units within the Commander, Naval Region Hawaii (CNRH) region on a sole source basis to Motorola (CAGE 78205); Columbia, Maryland. The Navy has standardized its Enterprise Land Mobile Radio (ELMR) network on the Motorola ASTRO 25 Integrated Voice and Data (IV&D) trunking radio system. The Army is standardizing its Pacific Land Mobile Radio (PLMR) network on the same system and is currently in process of upgrading its PLMR network to software version 7.15. This will allow for the PLMR network to have Over-the-Air-Programming (OTAP) via packet data and radio authentication as well as Dynamic System Resilience Technology (DSR). The Navy utilizes this PLMR network to provide all of its First Responders communication capabilities during safety/security emergencies on military installations in Hawaii. With the upgrade of the Army PLMR network to a 7.15 system the Navy's subscriber units operating on this network will no longer be compatible with the PLMR network without this P25 software flash and firmware key upgrade to existing subscriber units on the network. The OTAP capability of the ASTRO25 IV&D network and DSR technology is proprietary to Motorola. Without the proprietary data and processes, there is no other source capable of performing the required upgrade to the existing subscriber units. The government intends to award this requirement under the authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
