- Specification In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA on behalf of the Office of Marine and Aviation Operations (OMAO) is conducting market research to determine potential sources for providing a new American Bureau of Shipping (ABS) Approved Miranda-style Rescue Boat Davit for NOAA Ship NANCY FOSTER. The North American Industrial Classification System (NAICS) code is 333923, Overhead Traveling Crane, Hoist, and Monorail System Manufacturing. The small business size standard for this NAICS code is 500 employees. All interested firms are encouraged to submit a brief, typed Capability Statement in response to this sources sought announcement. This requirement is to provide a Miranda-style Rescue Boat Davit including all associated mechanical, electrical and hydraulic components, sub-assemblies and assemblies as a complete turn-key davit system meeting the requirements of the following references: •American Bureau of Shipping (ABS), Rules for Building and Classing Steel Vessels (SVR), latest revision •Code of Federal Regulations (CFR 46), U.S. Coast Guard (USCG), Subchapters F and J •International Life-Saving Appliance Code, International Maritime Organization (IMO) Safety of Life at Sea (SOLAS) for Life Saving Appliances (LSA) Publication IMO-982E, Chapter VI, Launching and Embarkation Appliances, 1997 •IEEE STD 45-1983, Recommended Practice for Electronic Installations on Shipboard •FED-STD-595B Colors Used In Government Procurement, 1/94 •Drawing NF-085-001, NOAA Ship Nancy Foster Booklet of General Plans In addition to the references above, the davit must also meet the requirements listed below: •Safe Working Load (SWL) in the range of 6,600 - 7,900 pounds (3,000 - 3,600 kilograms). •Electric operated hydraulic power unit (HPU). •Winch-mounted hydraulic motor. •Track ways with boat cradle for rigid hull inflatable boat. •Perforated boat cradle compatible with Willard Marine SOLAS SeaForce 560-series Rigid Hull Inflatable Boat (RHIB) to prevent damage during boat hoisting, lowering and stowing evolutions. Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: 1.Company name and address 2.DUNS number 3.Type of business (e.g. large business, small business, 8(a),veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) 4.Company point of contact - name, phone, and e-mail address 5.Demonstrate capabilities for meeting the requirements listed above. A draft Performance Work Statement is also attached for reference.
