Description
This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). Naval Air Warfare Center Aircraft Division (NAWCAD), St. Inigoes, Maryland intends to award a firm fixed-price contract for the procurement of a Motorola Solutions, Inc., (Motorola) five (5) channel trunked repeater site, network router, network fault management site and two (2) MCC7500 Internet Protocol Dispatch Consoles, on a sole source basis with Motorola (CAGE 78205); Columbia, Maryland. This equipment shall connect remote site Naval Support Facility (NSF) Deveselu Romania to the Enterprise Land Mobile Radio (ELMR) Master Site/Zone Core at Naval Support Activity (NSA) Sigonella and NSA Bahrain as well as, provide the site with Motorola's Dynamic System Resilience (DSR) capability. Connecting the remote NSF Deveselu Romania site to the ELMR network and providing DSR technology will provide this site with additional architecture resilience and increased system uptime through the risk mitigation provided by DSR technology. CNIC has standardized its ELMR network on the Motorola ASTRO 25 IV&D trunked radio system, which includes DSR technology. The DSR technology is proprietary to Motorola. In addition, the Navy's ELMR system is required to have an Over the Air Programming (OTAP) solution that allows subscriber radios to be accessed and updated over-the-air via the ELMR system; enabling authorized managers to reconfigure the functionality of subscriber radios without ever physically touching the radios. The Motorola ASTRO 25 IV&D system provides for OTAP in the existing ELMR network via their Motorola Programming over Project 25 (POP25) feature. OTAP has not been standardized industry-wide, and the various OTAP capabilities and features, each proprietary to its manufacturer, are not interchangeable or interoperable with the existing Motorola ASTRO25 IV&D trunked system or POP25 features/capabilities. Therefore, Motorola is the only source capable of providing the equipment necessary to connect the remote NSF Deveselu Romania site to the existing ELMR network. The government intends to award this requirement under the authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
