Sources Sought Notice INTRODUCTION: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" The attached Sources Sought (SS) Notice/Request for Information (RFI) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). REQUIREMENT: The Department of Veterans Affairs is in the process of planning procurement for Triennial Electrical Testing and Corrections at the Pittsburgh VAMC and similar scope throughout VISN 4. PURPOSE: The VA is conducting market research and is seeking written responses with information to assist the Government with identifying potential sources that are interested in and capable of performing the work described in the draft Statement of Work (SOW) below. If your company is licensed and capable of providing services described, please respond electronically to timothy.russell@va.gov with company capabilities, business size, and Dunn's number. The Government is also seeking to obtain industry comments and questions regarding the planned PWS. DISCLAIMER: This SS/RFI notice is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Per FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. Neither unsolicited proposals nor any other kinds of offers will be considered in response to this notice. No evaluation letters and/or results will be issued to the respondents; however, the Government does reserve the right to contact any respondent and/or respondent reference to obtain additional information. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. VA Pittsburgh Healthcare System University Drive Division SCOPE OF WORK For Perform Mandatory Triennial Electrical Testing and Corrections at UD and HZ Services 1.Provide professional electrical engineering services for complete electrical safety testing and maintenance services for Project No. 646-14-106, "Perform Mandatory Triennial Electrical Testing and Corrections at UD and HZ" at the VA Pittsburgh Healthcare System. Professional services will be performed by an electrical engineering firm or a design firm with professional electrical engineers on staff or an electrical testing company with a professional electrical engineer on staff (or subcontracted).This engineer will be responsible for the following: 2.Site investigation. 3.Electrical Engineer will oversee general field observation of work being conducted, including coordinating and scheduling all power outages with VA COR and VA Staff. Engineer will be present at the testing of major equipment, primary switchgear, switchboards, generators, and circuit breakers. The engineer need not be present at the individual testing of thermographic survey or cable testing. The testing will require thorough planning to include a detail list of impacted area(s) for each outage and to limit disruption of services to the medical facility to a minimum. The contractor with the support of the medical center shall create this list. 4.Arc Flash Training - Training shall consist of 2 sessions per site (UD and HZ) [H. J. Heinz Campus (HZ) and University Drive Campus (UD)]. UD is located at University Drive C, Pittsburgh PA 15240 and HZ is located at 1010 Delafield Rd Pittsburgh PA 15215. Each session shall be 6-8 hours. The firm shall provide 100 Training Manuals for distribution to VA Staff participants. Training will be in compliance with OSHA Subpart S, 1910.332; CSA Z462-08; NFPA 70E 5.Within 30 days of contract award, provide File Transfer Protocol (FTP) web site for use throughout duration of project, until final contract is complete. oThis site is intended for AE, VA, and contractor use. Site must be compatible to access and open AutoCAD 2012, all Microsoft Office 2010 programs (Word, Excel, Project), and pdf files. oSite must use Secure Socket Layer (SSL) or Secure Shell (SSH) when FTPing the files which will provide encryption during the transfer. oWhere appropriate, deliver certain construction submittals, including finishes, profiles, and shop drawings, etc) these must be delivered to COR. Upload a copy of hand delivered submittals to FTP Site. oProvide password protection for FTP site, and user friendly interface for uploading and downloading of files, and organized for easy file retrieval by the VA COR, Contracting Officer (CO), and contractors. oOrganize FTP Site with folders indicating Project Scope 1.Introduction a.This Statement of Work (SOW) describes the requirements for the maintenance, inspection, testing, and/or calibration of the Electrical Power Distribution System and all of its components at the two (2) campuses of the VA Pittsburgh Healthcare System (VAPHS): H. J. Heinz Campus and University Drive Campus. These work items are referenced as "Maintenance and Testing" in this document, hereafter. b.This SOW describes the requirements for the Qualified Electrical Contract Professionals - known as "Contractors" in this document, hereafter. Contractors who are contracted by VHA Medical Center to perform maintenance and testing of the Electrical Power Distribution System, and all of its components shall meet all requirements stated in Section 2 of this SOW. c.This SOW describes the requirements to establish maintenance and testing reports. 2.Qualifications of Contractors a.An electrical engineering firm or a design firm with licensed Professional Electrical Engineers on staff, in association with an electrical testing company, will perform professional services or an electrical testing company with a licensed Professional Electrical Engineer on staff or subcontract. The Professional Electrical Engineer shall be professionally licensed in any of the 50 U.S. States. Both the electrical engineer and testing companies must have extensive experience in inspection and testing of high-voltage installations, specifically as applicable to acute care hospitals and other medical facilities. b.Contractors shall be an experienced Electrical Contractor with the properly trained and licensed permanent staff required to perform the proposed work. Electrical Contracting (i.e., the construction, repair and maintenance of industrial and commercial electrical distribution systems) shall be the primary interest/specialty of the Contractor's core business operation. c.Contractors shall be licensed to operate in the State of Pennsylvania and have personnel that are certified by the International Electrical Testing Association (NETA) as NETA Certified Technician, and completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. Each of the Contractors on-site superintendents will have the 30-hour OSHA certification. There shall be at least one OSHA certified competent person present at the job sites at all times. d.Contractors shall have technical trainings and verifiable track records of working experience in maintenance, inspection, and testing of the Electrical Power Distribution Systems including but not limited to medium and low voltage switch gear/switchboards, low voltage controls, backup generators, automatic transfer switches, wiring, transformers, and other electrical appurtenances and their components in and its components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years. e.Contractors shall have safety trainings - either on-the-job or class-room type - in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S - Electrical, and the NFPA 70E - Standard for Electrical Safety in the Workplace. Training certifications shall be submitted to the VA Contracting Officer prior to work. If no training certifications are available, the Contractor' Employer shall certify that he/she has met this requirement in writing, and submit it to the VA Contracting Officer prior to work. f.Contractor will have qualifications outlined in the 2011 NETA Standard for Maintenance Testing and Specifications. This information is also provided in Attachment A. Contractor to provide documentation of qualifications. g.Contractors shall have ready access to the latest versions of the following references: i.NFPA 70, National Electrical Code. ii.NFPA 70B, Recommended Practice for Electrical Equipment Maintenance. iii.NFPA 70E, Standard for Electrical Safety for the Workplace. iv.NFPA 99, Health Care Facilities Code v.NFPA 110, Standard for Emergency and Standby Power System. vi.OSHA Standard 29 CFR 1910, Subparts I, J, K, & S. vii.InterNational Electrical Testing Association, Inc. (NETA) - 2011 Maintenance and Testing Specifications. viii.Operating/Maintenance manuals and specifications of the electrical equipment to be maintained and tested. These documents may be obtained from the VHA Medical Center, or the equipment manufacturers. h.Contractors shall be equipped with all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. All instruments and test equipment utilized for this work shall meet the requirements of ANSI/NETA MTS 2011. Prior to the start of work, the Contractor shall provide the VA with documentation stating that all instruments and test equipment have been calibrated within the last 12 months. All instruments and test equipment have been in good mechanical and electrical condition. Dated calibration labels shall be visible on all instruments and test equipment. i.The testing Contractor must be capable of responding with a sufficient quantity of qualified personnel within 1 (one) hour of notification to correct any deficiencies, outages, or other incidents resulting or possibly resulting from any work associated with this service. 3.Summary of Work a.The Contractor shall provide a proposed schedule for the testing plan. The schedule shall be in the form of a progress chart, with activities no longer than 20 days, to indicate the work scheduled for completion by any given date during the period of work. The proposed schedule shall be reviewed by the VA Pittsburgh Healthcare System facilities management staff and any recommendations for re-arrangement of specific work tasks within the schedule necessary to minimize the disruption to the facility shall be made by the Contractor. The submittal shall also include copies of a computer-produced activity/event ID schedule showing project duration; phase completion dates; and other data, including event cost. Each activity/event on the computer-produced schedule shall contain as a minimum, but not limited to, activity/event ID, activity/event description, duration, budget amount, early start date, early finish date, late start date, late finish date and total float. Work activity/event relationships shall be restricted to finish-to-start or start-to-start without lead or lag constraints. Activity/event date constraints, not required by the contract, will not be accepted unless submitted to and approved by the Contracting Officer. The contractor shall make a separate written detailed request to the Contracting Officer identifying these date constraints and secure the Contracting Officer's written approval. The Contracting Officer's separate approval of the Project Schedule shall not excuse the contractor of this requirement. Logic events (non-work) will be permitted where necessary to reflect proper logic among work events, but must have zero duration. The complete working schedule shall reflect the Contractor's approach to scheduling the complete project. Schedules shall be updated monthly and submitted at every other bi-weekly meeting. b.Revise and update existing single line electrical distribution drawings c.Provide temporary power to all critical areas of the hospital. These critical areas will be determined by the Facilities Management Service Line. d.Work items, definitions, and references shall comply with the latest edition of the NETA - Maintenance Testing Specifications. Below is a list of electrical equipment that shall be maintained, inspected, cleaned and tested: i.Switchgear and Switchboard Assemblies. ii.Transformers, Dry Type, Air-Cooled, Low-voltage, Small. iii.Transformers, Dry Type, Air-Cooled, Low-voltage, Large. iv.Transformers, Liquid-Filled. v.Metal-Enclosed Busways. vi.Switches, Air, Low-Voltage. vii.Switches, Air, Medium-Voltage, Metal-Enclosed. viii.Switches, Oil, Medium-Voltage. ix.Switches, Vacuum, Medium-Voltage. x.Circuit Breakers, Air, Insulated-Case/ Molded-Case. xi.Circuit Breakers, Air, Low-Voltage Power. xii.Circuit Breakers, Air, Medium-Voltage. xiii.Circuit Breakers, Oil, Medium and High-Voltage. xiv.Circuit Breakers, Vacuum, Medium-Voltage. xv.Protective Relays, Mechanical, and Solid State. xvi.Protective Relays, Microprocessor Based. xvii.Grounding Systems. xviii.Ground-fault Protection Systems. xix.Motor Control, Motor Starters, Low-Voltage. xx.Motor Control, Motor Starter, Medium-Voltage. xxi.Emergency Systems, Engine Generators. xxii.Emergency Systems, Automatic Transfer Switches. xxiii.Thermographic Survey : 1.This work item must be done while the Electrical Power Distribution System is energized. Appropriate safety precautions must be taken before, during and after scanning the system: a.Use an infra-red scanning camera to detect hot spots in the Electrical Power Distribution System. Objective of this work is to detect any loose, broken, or corroded connections in the system. Problem shall be replaced with new connectors, and /or tightened with torque wrench to meet the equipment manufacturers' specifications. e.Harmonic-Analysis Studies f.System Function Tests g.Arc Flash Training - Training shall consist of 2 sessions per site (UD and HZ) [H. J. Heinz Campus (HZ) and University Drive Campus (UD)]. Each session shall be 6-8 hours. The firm shall provide 100 Training Manuals for distribution to VA Staff participants. Training will be in compliance with OSHA Subpart S, 1910.332; CSA Z462-08; NFPA 70E (Note that Arc Flash Training of VA Personnel must occur prior to or during the development of inspection procedures.) h.Testing Conditions: i.VA Staff will de-energize/re-energize all Electrical power Distribution Systems Equipment. ii.Contractor to remove/reinstall and test all Electrical Power Distribution System Equipment. iii.Work shall be performed on weekends, during the day, evenings, and nights as required for safe and continuous operation of the medical center. iv.Contractor shall ensure adequate staff will be allocated to this contract in order to complete all work in a timely manner and conform to the approved schedule. v.After completing maintenance, testing, inspection, and calibration of each device in the electrical distribution equipment the Contractor shall place an adhesive label on each device containing their company name, test results, and date of the services performed. i.General: i.Contractors shall immediately report deficiencies that are deemed critical or catastrophic in writing. These deficiencies should be reported to the CO, COR, and the Facilities Management VP for immediate action. ii.Prepare progress reports and updates for bi-weekly meetings 1.Provide meeting minutes no later than five (5) calendar days after meeting. iii.Coordinate and schedule outages. These outages should be planned as to limit disruption to the hospital. iv.In case of any ambiguity between contract requirements contact the CO and COR immediately. In such cases the most stringent requirement shall apply unless directed otherwise by the CO or COR. 4.Site Investigation The Contractor shall make site visits as required to determine/verify all existing and as-built conditions affecting the this project. Information including drawings and other documentation provided by the VA to the Contractor is to be used for reference only, and all such information, including as-built drawings, shall be field verified by the Contractor to ensure accuracy in the final documents. The VA does not guarantee accuracy of information and provided as-built drawings. The CONTRACTOR shall field verify every aspect that relates to the contract, including all dimensions and utility locations. During field verification, the CONTRACTOR is responsible for complying with all infectious control requirements. The Contractor shall survey complete electrical distribution systems at both facilities within the VA Pittsburgh Healthcare System; H. J. Heinz Campus and University Drive Campus. Note any discrepancies between the provided drawings and existing conditions and any high-risk situations/conditions immediately to the COR. Take photos and notes of any pre-existing damage or missing signage. The Contractor shall also, determine which circuits are capable of being tested through secondary injection test method and /or primary injection method. The secondary injection method is preferred by the VA. The Contractor shall survey all items to be tested and create an electronic spreadsheet inventory all items with the following information: 1.Item number 2.Component type (e.g., Liquid Filled Transformer, Protective Relay, etc.) 3.Location of item w/ room number (on inventory sheet and on drawing) 4.Area that device serves (if applicable) 5.Panel Serving the device 6.Breaker Amperage 7.Type of power : a.Nonessential b.Essential: i.Equipment Branch ii.Life Safety Branch iii.Critical Branch Include all information included in this paragraph in the Site Investigation Report Submission. A transmittal letter is required to go to the Contracting Officer on the same day as delivery of the submittal package. The Contractor is responsible for resolving and clarifying all submission requirements with the CO and the COR prior to providing their official submission package. Failure to provide a complete submission package may delay payment of the Contractor's fee until all requirements are met. Site Investigation Report: See Attachment B "(Reference "Site Investigations" section for report requirements) Draft Testing Plan: See Attachment C (Government approval is required prior to testing) "Phasing Plan: Drawings designating phases and areas affected in per respective phase. Narrative explaining in detail each phase and the logic and methodology to support phasing approach. This narrative shall address efforts to reduce impact on medical center operations. Outage Plan: Detailed plan with list of impacted areas for each outage Provide outage procedures, Lockout Tag-out Procedures, Job Safety Analysis, dates/times of outages Contingency Plans Schedule Provide inspection/test/maintenance procedures. For each testing procedure identify the standard used (e.g., NETA MTS 2011). Risk Management Plan QA/QC Plan Safety Plan ICRA Plan PCRA Final Testing Plan: See Attachment D (Government approval is required prior to testing) Phasing Plan: Drawings designating phases and areas affected in per respective phase. Narrative explaining in detail each phase and the logic and methodology to support phasing approach. This narrative shall address efforts to reduce impact on medical center operations. Outage Plan: Detailed plan with list of impacted areas for each outage Provide outage procedures, Lockout Tag-out Procedures, Job Safety Analysis, dates/times of outages Contingency Plans Schedule Provide inspection/test/maintenance procedures. Brief narrative noting revisions and updates made. Final Report: See Attachment F The report will be organized by division, major system components and distribution routes. Report will include but not be limited to an Executive Summary, thermographic images and report, Arc Flash Hazard Analysis Report, Harmonic Analysis Report, and the Systems Function Test Report. Report will contain a separate section for test procedures for each emergency generator, a power factor study for each phase produced for preventive maintenance of the distribution system. All reports shall be in accordance with the NETA 2011 MTS Manual. Information shown in the report shall be as following: Company's name, address, telephone & FAX numbers. Name and signature of contractors who perform the maintenance and testing. VA Work Contract Number, name and number of VA Contracting Officer. Date and Time of work. Copies of contractors' valid licenses, professional and training certificates. Descriptions and model number of specialized tools and equipment used, such as torque wrench or infra-red scanning camera. Location, Type, Name, and nameplate information of electrical equipment to be maintained and tested. Descriptions of work items. Test data. Reference materials such as equipment manufacturer's specifications, coordination study, etc. Remarks on conditions of electrical equipment. List all deficiencies, if any. Recommend corrective actions, if any. Prioritize deficiencies with cost estimates for repairs. Cost estimates shall include unit costs, subtotals, and grand totals. Cost estimates shall also breakdown labor and material costs per item. Attachment A QUALIFICATIONS OF TESTING PERSONNEL The subjective assessment required by this NETA maintenance standard is unique compared to other American National Standards in that it deals with the evaluation of service-aged equipment. While technicians performing tests and inspections on new equipment deal with finite test values, those working with service-aged equipment must form recommendations based on judgment. Technicians performing these electrical tests and inspections shall be trained and experienced concerning the apparatus and systems being evaluated. These individuals shall be capable of conducting the tests in a safe manner and with complete knowledge of the hazards involved. They must be able to evaluate the test data and make a judgment on the continued serviceability or non-serviceability of the specific equipment. Test technicians shall have knowledge of and experience with the specific device under test. Additional personnel qualifications are as follows: Testing organizations: Owners utilizing testing companies shall require that each onsite crew leader shall hold a current certification, Level III or higher, in electrical testing. This certification shall be in accordance with ANSI/NETA ETT2010, Standard for Certification of Electrical Testing Personnel. Manufacturers' Service Personnel: Field service personnel of the manufacturer of the equipment being evaluated shall be certified by the manufacturer to perform these electrical tests and inspections. The manufacturer shall provide sufficient documentation to satisfy the owner that its service personnel are trained and qualified to perform these electrical tests and inspections. In-House Testing Personnel: Owners having in-house testing personnel shall utilize an independent, outside certification organization or have some system of qualification, which provides an equivalent level of assurance that their personnel are qualified to perform electrical testing. Owners are encouraged to utilize ANSI/NETA ETT2010 as a means of determining that their electrical testing personnel possess the training, experience, and proof (examination) requirements now being promulgated by various governmental agencies.
