Description

The Naval Air Systems Command (NAVAIR) intends to solicit and negotiate a Firm Fixed-Price order to the basic ordering agreement N00019-11-G-0001 with the Boeing Company of St. Louis, Missouri 63166, on a sole source basis. This procurement will incorporate the retrofit portion of Engineering Change Proposal (ECP) 6312 to incorporate EA-18G Active Electronic Scanned Array (AESA) (APG-79) Blanking Wire Group A provisions and Communications Countermeasures Subsystem (CCS) Mid-board Group A provisions into the EA-18G aircraft. The Boeing Company is the sole designer, developer, manufacturer, and integrator of the EA-18G aircraft in its various configurations and is the only source with the knowledge, expertise, facilities, qualified personnel necessary to accomplish this effort, and is uniquely positioned to meet and fulfill NAVAIR's requirements within the time required. This notice of intent is not a request for competitive proposals. Any interested party must have the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort within schedule requirements. A determination not to compete this proposed effort based on responses to this notice is solely within the discretion of the Government.
