Description
J. Strom Thurmond Dam and Powerplant MCC, Switchgear, and Switchboard Replacement SOURCES SOUGHT NOTICE The U.S. Army Corps of Engineers, Savannah District is conducting market research to identify any/all business sources with the capacity and technical capability necessary to successfully perform the requirements described herein. Background: J.Strom Thurmond (Thurmond) Motor Control Centers (MCC's) and Station Service Switchgear are the original Westinghouse units installed between 1952 and 1954. The Switchboards consist of original equipment installed between 1952 and 1954, but plant staff have added two additional 120 VAC panels and one 125 VDC panel in remote locations. The MCCs' and SS Switchgear do not meet current design requirements for arc-flash protection for personnel safety. The MCCs' SS LV Switchgear will be procured with the option to install through a supply and services contract to replace the existing equipment. The subject requirement for contract is for the purchase and delivery of a total of 13 each 480 volt 3-phase Arc-Flash Resistant Motor Control Centers and Station Service Low Voltage Switchgear assemblies, a 120 volt AC distribution panel, and a 125 volt DC distribution panel. Optional items are supply 7 additional Arc-Flash Resistant MCCs, install 13 MCCs from the base contract, install 7 MCCs supplied as option, install two 480 volt station switchgear assemblies, install the 120 volt AC and 125 volt DC switchboards. The contractor as an option for this project will also be responsible for installing and making completely operational and test complete low voltage, metal-enclosed, dead front type switchgear assembly using drawout power circuit breakers for use in 60 Hz ac systems, rated 600V or less; low voltage, metal-enclosed, low voltage, metal-enclosed dead front type 120VAC distribution board assembly; and low voltage, metal-enclosed, dead front type 125 VDC distribution board assembly for the J. Strom Thurmond Powerhouse supplied under this contract. This is a Sources Sought Notice only. All offerors interested in competing for any future solicitation as a prime contractor should respond to this Sources Sought Notice. This is not a solicitation announcement. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The Government will use responses to this Sources Sought Notice to make appropriate acquisition decisions. Any resultant contract is anticipated to be a standalone contract. The scope of work (SOW) requirements fall under the North American Industry Classification System (NAICS) code 237130, "Power and Communication Line and Related Structures Construction." Interested firms must demonstrate in their capability statement evidence of capabilities to perform comparable work identified for this project under identified NAICS code at the magnitude estimated for this contract. Additionally, all potential offerors should submit past projects in which they have completed this type of work, completion date, total contract value and your company's level of involvement as the prime contractor in the project. You should also provide at least one point of contact (with e-mail address and phone number) for project validation. Please also include the name and address of your firm, point of contact, your company's business size to include any small business designation such as HUBZone, 8(a), SDVOSB, SDB, Women-owned, etc in your submission. The estimated value for this project will be between $1M and $5M.
