Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-15-052 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-81. The North American Industry Classification (NAICS) Code is 541380 and the business size standard is $15m. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with BGI Americas Corporation - One Broadway, 3rd Floor - Cambridge, MA 02142 services to analyze patient tumor samples isolated from formalin fixed and paraffin embedded (FFPE) tissue for expression of genes by high throughput RNA sequencing for project entitled" Genomic Profiling of a Diverse Breast Cancer Cohort". BGI will analyze and provide the following information upon successful pass of sample quality control. •Data Processing including removing adaptors contamination and low quality reads from raw reads •Assessment of sequencing (statistics of raw reads, sequencing saturation analysis, analysis, analysis of the distribution of reads on reference genes) •Gene expression annotation •Differential gene expression analysis •Group differentially expressed genes screening •Expression pattern analysis of DEGs •Gene ontology enrichment analysis of DEGs •Gene ontology classification (WEGO analysis) •Pathway enrichment analysis of DEGs •Protein-protein interaction network analysis (for human & mouse only, protein-protein interaction database of the target species) •PCA analysis •Condition-specific expressed analysis The lab the National Institutes of Health (NIH) will provide total RNA samples to BGI for RNA sequencing for quantification. A total of (200) samples, RNA extraction samples from FFPE is needed. The FFPE sample requirements are no less than 5 sections of 10-µm -thick 100mm2 in area. Ambion® RecoverAllTM Total Nucleic Acid Isolation Kit will be performed by BGI for total RNA extraction from FFPE tissue sample. BGI will analyze accepted samples using Ion Proton technology and other technologies whenever necessary. BGI will generate clean data and transfer clean data and the results of bioinformatics analysis to NIH. BGI shall deliver data through their FTP site and BGI shall finish all sequencing and standard bioinformatics analysis from the submission of the last batch of qualified samples to the lab at the NIH within 20 working days. The purpose of this project/service is to provide high resolution gene expression analysis of a cohort of 200 breast cancer patients from FFPE samples. These data will be integrated with exome sequencing data an antigen profiling of tissue microarrays. Correlation will be examined between the expression of specific epigenetic regulators that are influenced by metabolic status and gene expression profiles and molecular subtypes of breast cancer including various forms of triple negative breast cancer. The lab at the NIH has conducted research and has determined that BGI Americas has demonstrated the expertise in providing the services needed that meets the research requirements of the lab. BGI services are necessary to accomplish the goal of this project. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements.The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
