Description
Brand Name Justification This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation document will not be issued. Submit offers on RFQ-RML-D-15017. This solicitation is a request for quotes (RFQ).The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82 May 7 th,2015. The associated North American Industry Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500. This is not a total small business set aside. The National Institute of Allergy and infectious Diseases (NIAID) are looking to optimize our centrifugation workflow. We are pursuing a new research protocol that requires greater purification. This protocol requires a number of centrifugation steps. Some of these steps only require 17,000 rpm. However, the most important steps of the protocol require at least 24,000 RPM and 100,000 x g spins, which are historically conducted in an ultracentrifuge. We need a high performance centrifuge capable of performing routine separations such as gradients and pelleting in a variety of tubes (from 1.5 mL) and bottles (up to 1000 mL) with a wide variety of fixed angle and swinging bucket rotors. At the same time, we would also like to increase the capacity to process larger volumes of biological samples from tissue culture experiments, and need a centrifuge that can handle up to 4 Liters of biological material in a safe and contained environment. We are looking specifically for the following characteristics: 1. The centrifuge must be capable of spinning fixed-angle for pelleting and swinging-bucket for gradient work. 2. The centrifuge must be capable of speeds up to 30,000 RPM and forces of over 100,000 x g. 3. The centrifuge must be capable of spinning a biocontained 4 x 1 Liter rotor with removable canister design so that the entire rotor does not need to be removed from the centrifuge for safe sample retrieval, only the BioSafe canisters containing the sample in the bottle. 4. We will be conducting spins that require overnight refrigeration; therefore we require a centrifuge capable of holding 4 degrees Celsius for at least 18 hours (as some purification spins using gradients have long run times) while running at 100,000 x g. 5. The centrifuge must be able to accommodate our existing Beckman rotors. Additionally, the centrifuge should have the following important safety features: 1. The centrifuge must have a Friction Reduction System (FRS) that allows quicker, quieter and cooler runs. 2. The centrifuge is to be located in lab space that is shared with other equipment. The maximum heat dissipation under steady state conditions must not exceed 1.5 kW. 3. The noise output (1 m in front of the instrument, 1.5m above the floor) should not exceed 62dBa. 4. The centrifuge must offer an automatic rotor identification system that prevents a rotor from being run above maximum speed rating. 5. The centrifuge must offer dynamic rotor inertia check which monitors the rotor inertia during acceleration and verifies that rotor energy is within the approved range for the rotor. If the calculated rotor energy is determined to be excessive, the instrument will stop the run and issue a diagnostic message. The Beckman Coulter JXN-30 serves the function of both the high performance (potentially replacing our older two units) and the ultracentrifugation. The Beckman JXN-30 centrifuge would allow our lab to run a fixed angle and swinging bucket rotor over 100,000 x g for our pelleting and gradient work. The Beckman is the only centrifuge on the market that can do this, and additionally, our older Beckman high performance rotors can be used in the new system, including a swinging bucket rotor that can now be used at its maximum g force and RPM. This centrifuge would make a large difference in our workflow. The JXN-30 centrifuge is capable of speeds up to 30,000 RPM with the JA-30.50 Ti rotor, and forces of up to 110,510 x g with the JS-24.15 rotor. The Beckman Avanti features swinging bucket rotors with six sealed-buckets that are capable of greater than 100,000 x g with ultracentrifuge-type tubes of up to 38 mL (JS-24.38) or 15 mL (JS-24.15) or less volume. Any trade in value of old instruments should be included in the original quotation. Applicable Shipping and warranty must be quoted. This is an open-market combined synopsis/solicitation for a combined equipment service agreement as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein.
