P15PS01072 NCR-NAMA: CATCH BASIN CLEANING PARK WIDE Description The National Mall and Memorial Parks (NAMA) is seeking a qualified Contractor Independently and not as an agent of the Government to provide labor, equipment and material to successfully remove sludge, dirt and debris from catch basins, storm sewer lines and oil/water separator structures for the National Mall and Memorial Parks, Washington DC 20024 for one base year with four option years. This work shall be done with the use of a vacuum truck, manual methods or a combination of both. The Contractor shall remove, load, haul and properly dispose of debris removed from catch basins and oil/water separators. Disposal of contents at a licensed site is to conform to the District of Columbia regulations. Location Structures are located in East and West Potomac Parks, The National Mall, and areas south of Constitution Avenue in Washington, DC. All structures are located on National Park Service Property. Description of Work a. The contractor shall remove, load, haul and properly dispose of debris removed from catch basins and oil/water separators. Disposal of contents at a licensed site is to conform to the District of Columbia regulations. The sludge, dirt and miscellaneous debris are not considered hazardous materials, but need to be disposed of properly and in accordance with Section 526 through 535 of DCMR-21 b. The contractor shall maintain the discharge facilities (catch basins and oil/water separators) in such a manner as to comply with the provisions of Section 526 through 535 of DCMR-21, Chapter 5. The contractor shall notify the Watershed Protection Division of the Department of Health (DC Government), certifying that the structures are being maintained in compliance with section 526 through 535 of DCMR-21 Chapter 5. The contractor shall submit reports to the National Park Service verifying compliance with these regulations. c. All structures are to be cleaned once a year, unless directed by the CO or designated Contracting Officer ¿s Representative (COR). The work shall not start before 9:30 AM and must be completed by 2:15 Monday through Friday unless directed otherwise by the Contracting Officer's Representative. (1)Services to be performed under this statement of work shall consist of providing all materials, labor, equipment, tools and services necessary to perform prescribed debris removal and all related incidental work in accordance with the specifications/standards herein. Therefore, any items not specifically noted, but necessary for performance in accordance with accepted practices and industry standards, shall be furnished under the Statement of Work. Contractor will be paid for actual work performed. This contract is for one base period and four option years. Option years are not guaranteed. Contractors performance must be reviewed before the next years options are exercised. (2)Clarification: The Government may reject any offer that is evaluated to be significantly not compliant with the solicitation requirements, unrealistically high or low in price, or reflects a failure to comprehend the complexity and risks of the work to be performed. The Government reserves the right to request such additional information as may be necessary to determine the offeror's qualifications for award of a contract or to clarify any aspects of the offer. (a) A price evaluation shall be performed to ensure the reasonableness of proposed prices. Such evaluation may involve comparison among offers prices as well as a comparison with the Independent Cost Estimate. (3)Offers will be evaluated on the bases of price and technical criteria. Pricing shall be submitted on the Pricing Sheet provided with the Statement of Work. The Offer will be evaluated based on the following: Technical Evaluation Criteria and Subfactors A. References and Experience - List at least three contracts for similar work and contract size over the last three years (include contact name, telephone number, description of work, agency and dollar amounts) Qualification and experience of the workforce of the Prime and any Subcontractors a. List key employees, their role on this contract, and their resumes describing their experience and training, how many years with the company, special skills, etc. B. Proposed method of accomplishing the work: a. State the proposed approach to performing the work in order to meet the statement of work requirements stated in this Solicitation. b. Describe the size of the workforce, expected schedule and work procedures. c. Delineate how many work teams or crews shall be used, the composition of these teams (how many employees and their qualifications or title), and how they shall work together to accomplish the work specified. d. The equipment to be used to accomplish the work Provide a complete list of the manufacturer make, model, including age of all equipment to be used for this contract. C. Submit a Quality Control Plan (QCP). The QCP shall delineate the Contractors program inspection system to monitor and control the performance of services by the contractor necessary to meet the requirements of the contract(s) and explain in detail how the contractor shall sustain the quality of services provided.
