- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ is for a Firm Fixed Price (FFP) contract. The Government intends to award a contract to a qualified small business offeror deemed responsive in accordance with the Federal Acquisition Regulation (FAR) Part 12, whose quote conforms to all of the RFQ's requirements and is judged to represent the Best Value to the Government in accordance with the evaluation scheme set forth in this RFQ. Evaluation will be based upon lowest price technically acceptable (LPTA), and delivery of requirements will be FOB destination. This office will consider any late quotes or any late revisions of quotes as non-responsive. ln no event shall any understanding or agreement between the Contractor and any Government employee other than the Contracting Officer on any contract, modification, change order, letter or verbal direction to the contractor be effective or binding upon the Government. All such actions must be formalized by a proper contractual document executed by an appointed Contracting Officer. The Contractor is hereby notified that in the event a Government employee other than the Contracting Officer directs a change in the work to be performed or increases the scope of the work to be performed, it is the Contractor's responsibility to make inquiry of the Contracting Officer before making the deviation from the written terms of the contract. Payments or Partial payments will not be made without being authorized by an appointed Contracting Officer with the legal authority to bind the Government. STATEMENT OF WORK The outcome is to wrap the Washington National Guard RRB fleet vehicles, (28 total) in order to attribute the Washington Army National Guard recruiting mission causing an increase in accessions into the enlisted and officer ranks of the Washington Army National Guard. The vendor will work directly with Washington Army National Guard RRB Marketing team with specific design for each vehicle. 1. DESCRIPTION OF SERVICES 2. Scope of Work. 2.1 Vehicles. A. SUMMARY OF INTENT 3.0 Vehicle Wrap Warranty A. Minimum 5-year outdoor durability B. Minimum 1-year product guarantee 3.1. Fleet vehicle wrap will help the Washington National Guard develop strong, productive recruiting opportunities utilizing the advertising outlets available through these mobile advertising resources listed above. 4. COORDINATION OVERVIEW. 4.1. Production/Coordination. The Contractor is responsible for all production and placement of Washington Army National Guard Advertising and space availability. And will work on vehicle specific design with WA Army National Guard Marketing team. 4.2. Email/Verbal communications. NA 4.3. Quality Plan. The Contractor shall have an active and formal plan of continuous quality improvement in place. FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS (DEVIATION 2013-O0019) (Jul 2014) (a) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
