Subject: Development of Online Course Titled the quote mark Medical Mannagement of Biological Casualties quote mark THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. 1.0 DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. 2.0 SUBJECT: This is a non-personnel services contract to provide continous development of modules for a fully integrated, interactive, online MMBC Course based on GFI and supplemented by any additional obtained materials and information obtained from Government SME necessary for the preparation of the MMBC. At the end, the contractor shall have developed approximately 40 hours of video and interactive 3D model-enhanced, level II and III interactivity courseware Medical Management of Biological Casualties that are Section 508 compliant. The contractor shall continue to use an instructional design approach based on the blending of behavioral, cognitive, and constructivist learning theories applied to the instructional objectives and desired learning outcomes. The contractor shall continue the design of the course architecture and structure that has been commenced under the past effort by using an instructional design standard commensurate with current best practices implemented in the academic higher education environment and, where practicable, shall incorporate such techniques as adaptive learning, interactive graphics, video tools, and Web 2.0 technologies. The instructional design approach shall be primarily structured for an online instructional environment where a Government instructor is a fully interactive participant and serves in the same capacity as an in-class instructor. As a secondary objective the online course shall be suitable to be used in a totally self-learning and assessment mode. As a tertiary objective the course materials shall be prepared so as to provide a foundation of materials to be accessible by field deployed personnel as reference materials. 3.0 Background: The United States Army Medical Institute of Infectious Diseases (USAMRIID) currently has a rich mix of educational and reference materials applicable to the purpose of educating military and associated civilian personnel in the Medical Management of Biological Casualties. These materials are in the form of written text materials (textbooks, handbooks, etc.), PowerPoint type presentations, CD ROM based instructional materials, various audio, video, graphic, and image files, and other various formats. USAMRIID desires to contract for the consolidation of portions of these various educational materials, supplemented by information from subject matter experts, into the foundation of an integrated, interactive, online course of instruction and assessment, conforming to current standards of academic online instructional design, as well as SCORM compliance. In connection with this initiative, USAMRIID had already engaged a contractor to design and develop the initial modules of instruction for Medical Management of Biological Casualties (MMBC Course). As part of the past effort, such contractor had performed various critical tasks, including first phase front-end analysis of the government furnished information and materials, reviewed partial government furnished information and material to perform a GFI analysis, and designed and developed an integrated portal through which the course may be accessed. The contractor also completed the preliminary phase of the development of the initial modules and designed a prototype of a reference instructional tool and diagnostic tool commonly referred to as the quote mark MMBC Diagnostic Tool. quote mark 4.0 Response Instructions: Period of Performance: The period of performance for this work is 12 months from date of award plus four (4) one-year option years. Place of Performance: The work to be performed under this PWS shall be principally performed at the contractor's place of business. In such case, the contractor shall ensure that all meetings requiring participation of government personnel including subject matter experts are planned in the Washington DC metro area. Secondarily, work may be required to be performed at USAMRIID, Ft. Detrick, Frederick, Maryland or other facilities as may be designated by the Government.
