- Draft Statement of Work for the Washington DC CDI Unit REQUEST FOR INFORMATION Fraud Investigation Services - Washington D.C. This is a REQUEST FOR INFORMATION (RFI). Please reference number SSA-RFI-R03-15-0004, when responding to this announcement. The Social Security Administration (SSA) is attempting to identify responsible contractors that are capable of providing fraud investigative services for the Cooperative Disability Investigations Unit (CDI) located in Washington D.C. This notice serves as a Sources Sought Synopsis issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This RFI is solely for information and planning purposes and does not constitute a formal solicitation. DO NOT submit a quotation or proposal in response to this notice. Interested parties should provide any information regarding the availability of their services on existing contract vehicles that SSA may utilize, such as General Services Administration (GSA), Solution Enterprise Wide-Program (SEWP), Government-Wide Agency Contracts (GWAC), and other agency IDIQ contracts. Background: The requirement is for the investigation of suspected fraud activities against the Social Security Administration's Title II and Title XVI Disability Programs (including Title XIX Medicaid). The contractor shall provide the necessary personnel, materials, services, equipment and perform all tasks necessary for, or incidental to, providing the required services. The contractor must possess the following: (1) experience in conducting Investigative Services; (2) use of the National Insurance Crime Bureau or similar databases to access reports; (3) training in investigative techniques and surveillance; and (4) ability to organize an investigative file to be used in criminal investigations when necessary. See attached draft Statement of Work for complete details. All potential contractors will be required to pass a security background check before beginning performance under any resultant award. Prospective contractors shall be registered in the System for Award Management at www.sam.gov prior to award of a contract. Contractor investigators will be physically located with the CDI Unit in Washington D.C. Interested vendors that believe they have the capability to meet the above requirements are invited to submit complete details as to their abilities to fulfill this requirement. The responses must include capability statements and information describing in full detail how they can meet these requirements. Interested vendors shall also submit the following information by email to Linda.Seidle@ssa.gov • Your business size status and socioeconomic category such as Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, HubZone, 8(a) Small Business, etc. • Existing contract vehicles (GSA/SEWP, GWAC etc.) • Vendor's primary NAICS Code associated with business • A brief capability statement (no longer than 2 pages) • Any questions or concerns you have about the attached Statement of Work Responses must be received no later than 2:00 p.m. ET on Tuesday, June 9, 2015.
