Description
AMENDMENT 0001 The purpose of this amendment is to provide: a) clarification to the market survey response instructions contained in the Attachment 5 - Market Survey Questionnaire in paragraph two (2) on page two (2). Accordingly, a revised Amendment 0001 is hereby incorporated. Interested parties shall respond to the aforementioned and attached revised Attachment 5 of this market survey. b) a due date and time extension for market survey responses. The due date and time is hereby changed from May 30, 2015 at 5:00 pm to June 1, 2015 at 12:00pm. Except as modified herein, all other provisions, terms, and conditions of the subject referenced market survey remain unchanged. It is highly recommended that interested vendors check the FAA ™s Contracting Opportunities (FAACO) website http://faaco.faa.gov frequently for any updates and amendments to this announcement. Also, if this announcement is being viewed from other than FAACO, some information/attachments may not transfer correctly. Therefore, only the information/attachments provided at FAACO are considered the official source of information on this market survey. The FAA welcomes any general comments regarding the content of the Market Survey/RFI. Questions or comments must be submitted in writing prior to the closing date and directed to email Tye.L.White@faa.gov. _______________________________________________________________ Introduction/Purpose This market survey announcement is issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy section 3.2.1.2.1 Market Analysis. The purpose of this Market Survey/Request for Information (RFI) is to solicit capabilities from interested vendors. The Federal Aviation Administration (FAA) has a need to provide a National Airspace System (NAS) Data Visualization, Analysis, and Reporting System (DVARS) and related support. The acquisition strategy for the procurement has not been determined at present. Information submitted in response to this Market Survey/RFI will be used by the FAA for informational, market research, and planning purposes only. It may also be used to support the decision as to whether the requirement will be set aside for only small and/or small and disadvantaged businesses or competed on an unrestricted basis. Not responding to this RFI does not preclude participation in any future RFI(s) and/or Screening Information Requests (SIRs) related to the DVARS; if any are issued. This announcement provides the opportunity for industry to participate in an FAA Market Survey for the DVARS. The purpose of this Market Survey is to: 1. Re-establish communication with industry to update information obtained from a prior market research outreach conducted in August 2013 concerning commercially available products, services and solutions (reference FAACO market survey amendment #14755-0001); as well as solicit information from additional vendors; 2. Provide additional information about DVARS system functionality to industry and request information from interested companies about capabilities, performance, and technical requirements; 3. Seek and identify industry interest in the program and understand existing capabilities of the market, including potential capabilities demonstrations; 4. Collect industry information to further shape and define DVARS in support of a successful Final Investment Decision (FID) and subsequent procurement; and, 5. Inform the industry that the DVARS Program Management Office may be conducting Vendor interviews in the future The FAA wishes to thank those interested parties submitting comments to the previous SIR package. All comments received were reviewed and considered. North American Industry Classification System (NAICS) Code The projected NAICS code for this procurement is 541512 Computer Systems Design Services with a size standard of $27.5 million. Vendor Interviews The DVARS Program Office may conduct vendor interviews. It may extend one-on-one invitations as part of the formal market research process and after the submittal of responses to this market survey. The program office may be contacting company individuals using the points of contact names and information submitted with the Market Survey response. The program office will coordinate with the Contracting Officer to schedule vendor interviews and prepare proposed agendas for each meeting. Vendors will have the opportunity to comment on and suggest inputs to the meeting agenda. Access for meetings with the DVARS program office will only be available via the formal vendor one-on-one meetings. Subject matter experts, system stakeholders, and management representatives from the DVARS program will attend vendor meetings. Vendors may use this interview time to provide an overview of its Market Survey response, and submit questions to the DVARS program office pertaining to the program and existing documentation. Vendors may request additional information that may assist in its response to future solicitations. Any additional information not provided with this Market Survey announcement will be made available in a public forum. Submittal Requirements for Market Survey Interested parties having the expertise and capabilities must submit the Business Declaration form attached as Attachment 4. Responses must be submitted via electronic mail (e-mail) to the Contracting Officer, Tye White at Tye.L.White@faa.gov no later than 12:00 PM EST on May 29, 2015. Files must be compatible with either Microsoft Word format or Adobe Acrobat PDF. If chosen to submit via Adobe Acrobat PDF format, please ensure the document retains the ability to copy and paste into a MS Word Document (i.e. do not submit picture files). Any proprietary information submitted must be properly labeled and identified. The electronic submission must include and email that includes the following: a) Name of vendor submitting the email and the firm ™s mailing address; b) A point of contact (POC), telephone number, and email address of the person to be contacted regarding any correspondence between the FAA and the vendor. The POC must be capable of addressing questions or issues associated with the submission and content of the market survey response; c) Total number of electronic files being submitted, if more than one electronic file is being attached; and d) Electronic files larger than 10 MB must be broken down into multiple files with no one exceeding 10MB. Each electronic file must be numbered (e.g. File 1 of 4, File 2 or 4, etc.) e) Completed Attachment 4: Business Declaration form f) Completed Attachment 5: Market Survey Questionnaire Disclaimers: (a) This is not a Screening Information Request (SIR) Request for Offer (RFO) of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; therefore any costs associated with the market survey submittal is solely at the interested vendor ™s expense (d) The attached documents are in draft form but continue to provide substantial representation of the FAA requirements. (e)The FAA may utilize contractor support personnel in meeting with customer organizations and reviewing vendor submissions. Contractor support personnel will sign all relevant Non-Disclosure of Information and Conflict of Interest Agreements for any subsequent acquisition.
